Ordinance regulating encroachments on the public right-of-way within the project limits. This ordinance will be Exhibit D in <br /> the City-State Agreement. <br /> 3. Resolution authorizing the Mayar to approve the plans and specificatians for the City's partion af the work and attendant <br /> maintenance obligations. The plans are an file in the Public Warks affice.This resolution will be Exhibit E in the City-State <br /> Ageement. <br /> 4. Resolution authorizing an agreement with the State of Illinois for impravements to Eldorado Street fram Fairview Avenue to <br /> Church Street. The Agreement is for$85,950 with a provision to provide any additional funds necessary to caver the actual <br /> costs. This Resolution is Exhibit A in the Agreement. <br /> BACKGRC?UND: <br /> Eldorado Street Pavement Improvement <br /> In late 2Q18,the City was informed by the Illinais Department of Transportation{tDOT}of their intention ta camplete a majar <br /> street impravement along Eldorado Street between Fairview Avenue and Church Street. The work is to include improving traffic <br /> signals along the route along with milling off the existing pavement and overlaying the road with new asphalt. <br /> City-State Agreement <br /> The City-State Agreement includes the following items: <br /> I. Clauses 3 and 4 state that the City will pass a resolutian appropriating sufficient funds far the project. This estimated cast is <br /> identified as$85,950 with a pravision to provide the additional funds necessary to cover the actual costs. IDOT policy limits <br /> costs relating to traffic signais only to not exceed 125°l0 of the estimated costs but that policy does not apply to the remaining <br /> portions of the project. The City proposes ta use$61,800 in State Motar Fuel T�funds ta pay for its share ofthe traffic <br /> signal and street light portions of the project costs. The funds for manhole and water valve adjustments will be paid out of <br /> the Water Fund or the Sanitary Sewer Fund. <br /> 2. Clause 5 relates ta the City's requirement for no parking on Eidorado Street. This was enacted in 1985 hy the City. <br /> 3. access and utility relocation requirements.
