SECTION 1 INSTRUCTIONS TO PROPOSERS 1-1 Introduction The Decatur Public Transit System(DPTS) is the primary public transportation provider for the greater Decatur area.DPTS operates 15 fixed routes and maintains an active fleet of 20�xed-route buses and 2 trolleys. Additionally, DPTS provides ADA paratransit service(Operation Uplift}within the service area and owns !0 medium duty vans. DPTS has three(3) facilities compromised of an Administrative Building and Maintenance Building(ocated at 555 E Wood St., and a Transit Center located at 353 E William St. 1-2 Purpose The purpose of this Request for Proposals(RFP) is for DPTS to procure a qualified, responsive, and responsible firm to manufacture,detiver,and install a high qua(ity, reliable,and effective high definition an board video surveillance system for the fixed-route bus fleet.This system shatl be a turn-key system that shall monitor and record events that occur in the interior and exterior of the DPTS transit vehicles at all times that the vehicle is powered on. All labor,equipment,and materials shall be furnished in s[rict accordance with the specifications,instructions, terms and conditions as stated in the RFP documents. All manner of workmanship and material used in the production of the product and provision of the services and not herein contained or speci�ed shall be of the Proposer's standard. Proposers shall conform in material, design, and workmanship to the best practices known in the industry. The Proposer will assume responsibility for all equipment and assembly used in project. This inctudes: services, equipment, materials, supplies, and labor (whether it is manufactured or provided by the Proposer or purchased ready made from a source outside the Proposer's company). All equipmeot and work provided under any subsequent contract will be fully completed and ready for use when delivered and accepted. It is the sole responsibility of the Proposer to read,understand,and comply with the specifications. The procurement of this project shall be accomplished through a third-party contract awarded to the most qualified,responsive and responsible Proposer submitting the best or highest ranked Proposal,based on fair and open competition,through formal advertisement and solicitation of Proposal. Proposats will not be opened publicly. Scoring witl be determined by a DPTS Evaluation Committee. 1-3 GeneralInformation A. Ethics and No Contact Policv.After issuance of this RFP, Proposers or anyone acting directly or indirectly on behalf of a Proposer or potential Proposer or Subcontractor shall not discuss or submit inquiries about this R.FP in any way with any of DPTS's employees,City of Decatur employee's, elected or non-elected City of Decatur officials,or a member of the Decatur City Council, other than the Procurement Manager,Michelle Alexander, malexander@decaturil.�ov. Any communication with the Procurement Manager must be in writing,and submitted as required in this RFP.The foregoing restriction expires once the On-Board Video Surveiltance System Contract has been executed.Violation of this restriction may result in disqualification of the Proposer for the award of On-Board Video Surveillance System Contract.
