Before the Contractor and any Subcontractor commence wark, the Contractor and <br /> any Subcontractar shall have in place a written Substance Abuse Prevention Program � <br /> for the prevention of substance abuse among its employees which meets or exceeds <br /> the requirements in P. A. 95-0635 or shall have a collective bargaining agreement in <br /> effect dealing with the subject matter of P. A. 95-0635. � <br /> 9. The City Code requirements for Minority Participation Goals for Public Works <br /> Contracts are in effect for this contract. These include the following: � <br /> (1) Ten percent (10%) of the total dollar amount of the contract should be performed <br /> by minority business enterprises; and, � <br /> (2) Eighteen percent (18%) of the total hours worked should be performed by <br /> minority workers. � <br /> All Contractors shall provide evidence of ineeting the City's minority participation � <br /> goals prior to the award of this project and prior to all payments made for work <br /> completed or provide the City of Decatur documentation on their good faith efforts <br /> to comply with the participation goals. Required information and documentation � <br /> forms are included in the Project Manual and should be submitted with the bid <br /> proposal. <br /> REJECTION OF BIDS: � <br /> The Council of the City of Decatur, Illinois, reserves the right to accept, renegotiate or � <br /> reject any or all proposals and to waive any variance from the requirements of the instructions <br /> for bidders.
