r : services to the public, including, but not limited to, access to purchasing leverage / power by and of the Contractor for supplies, repair parts, and equipment; access to purchasing leverage / power by and of the Contactor for risk management business insurance including workers compensation, automobile liability and general liability; access to purchasing leverage / power by and of the Contractor for employee benefits, group healthcare and other employee benefits. 3. The City and Contractor agree to work together to define a transition plan (transitioning to full turn-key contract operations) prior to September 1, 2019 that will include agreed operational changes and an updated timetable for the changes. Operational changes may include, but are not necessarily limited to: route changes, reporting requirements, sharing of security data, Contractor/City and City/Contractor accountability requirements, sharing of management and overhead costs, and other operational aspects introduced by the Parties. 4. The City and the Contractor agree to create a management committee comprised of equal numbers of representatives from the City and the Contractor that will meet periodically throughout the period authorized by this extension to review, assess and evaluate all operational changes studied and considered. 5. The Parties agree as to City intent, upon City satisfaction with operational changes implemented, that the City will release a Request for Proposal (" RFP") to secure a long-term operating agreement at the conclusion of this contract extension, subject to an open bidding process in full compliance with State of Illinois and U.S. Federal Government procurement requirements. 6. The parties agree that upon City satisfaction with operational changes evaluated and implemented hereunder, and upon completion of the RFP process, the City and the Contractor, by mutual agreement, may elect an early termination of this agreement extension. (b) SECTION 4. COMMENCEMENT AND TERM. Section 4 shall be amended by inserting the following language in a second paragraph: The effective commencement date of the Agreement extension is July 1, 2019, regardless of the date of execution, and the Agreement shall continue for a term of eighteen (18) months from the Effective Date, ending on December 31, 2020, subject to the early termination clause as defined in the Section 3, Paragraph H Contract Extension. (c) SECTION 7. COMPENSATION. Section 7 shall be amended by inserting the following under the table containing the periods and fees as follows:
