��� <br /> Public Works Memorandum <br /> No. zo19-s� <br /> UATE: July 5,2419 <br /> TO: Hanorable Mayor Moore Wolfe and City Council <br /> FRUM: Scat Wrighton, City Manager � <br /> Matthew C.Ne�veil,P.E.,Public'Vt�orks Director <br /> SUBJECT: Resalution Accepting the Base Bid and Authorizing the Execution of a Cantract <br /> with Christy-Foltz Inc. for D►ecatur Pubiic Library Parking Lot Improvement <br /> Project,City Project 2019-OS <br /> SUMMARY RE�QMMENDATIQN: <br /> It is recommended that the City Cauncil approve the resalution awarding the contract for the <br /> Decatur Public Library Parking Lot Improvemeni project, City Project 2019-05,ta Christy-Faltz <br /> Inc.,as the ic�west, responsible hidder in the amount of$999,423.1 S and add any of the alternates as <br /> described in this memo,and that the Mayor be autharized to exec�te the egntract and the City Clerk <br /> to attest. <br /> PRIOR COi1NCIL ACTION: <br /> • March 4,2019—The City Council had a study session on the canceptual plans of the Decatur <br /> Public Library parking lot improvement project, <br /> • April 1,2019—The City Council approved resolution R2019-OS auihnrizing a Professional <br /> Services Agreement with Massie and Massie far the design engineering for the Decatur Puhlic <br /> Library Parking Lot Irnprovement Project for a fee not to exceed$35,3Q8. <br /> BACKGROUND: <br /> The pavement far the Decatur Public Library parking lat has reached the end af its useful life. The <br /> annex building, which was demoiished in 2018, has left an area in need of improving. A new <br /> parking Iot was designed to better use the space. Parking islands will be added to better contral <br /> traffic flow,improved pedestrian access-ways and nnore green space will be added. The new lot <br /> will pravide 96 parking stails, 7 handicap parking stalls, and 2 delivery parking stalls. The <br /> praposed lot has raised concerns of the limited number of parking stalls during large or downtown <br /> events. The design also matches the downtown streetscapes and Iighting. <br /> The improvements wi11 be rnade within the partion of the existing parking Icat that is between the <br /> Prairie Street enfirance and the Library.The portion of the lot to the east af the Prairie Street <br /> entrance will be left unchanged unless one of the four alternates are chosen. Figure 1 and the <br /> descriptions beiow provides the de[ails af the faur alternates. <br /> � i � <br />
