��k��-� � <br /> ECONOMIC AND COMMUNITY DEVELOPMENT MEMORANDUM <br /> No. 19-35 <br /> June 17, 2019 <br /> TO: Honorable Mayor Julie Moore Wolfe and City Council <br /> FROM: Scot Wrighton, City Manager <br /> Raymond Lai,AICP, Economic and Community Development Director <br /> Scott Dedert, Senior Planner <br /> SUBJECT: Ordinance Amending the Current PD Planned Development District and Rezoning <br /> Properties From B-2 Commercial District and R-6 Multiple Dwelling District to PD Planned <br /> Development District Bounded In General by East Condit Street, North Warren Street, East <br /> Marietta Street, a North/South Alley Right-Of-Way Between North Water Street and North <br /> Warren Street,North Water Street,North Franklin Street,East Wabash Avenue,and North Martin <br /> Luther King Jr. Drive <br /> SUMMARY RECOMMENDATION: Staff recommends approval of the proposed rezoning and <br /> the amended PD Planned Development District petition for the overall site with the following <br /> conditions: <br /> 1. The permitted uses in this Planned Development District for a community care <br /> campus shall include health care center,food pantry,early childhood development <br /> center,outpatient medical/healthcare facility, inpatient medical/healthcare facility, <br /> dormitory for temporary patients, medical and professional offices, <br /> detox/residential rehabilitation facility, community gardens, orchards, social <br /> service facility, apartments and accessory uses including but not limited to <br /> apartments for patients as approved by the Departrnent of Economic and <br /> Community Development. <br /> 2. Provide traffic analysis to determine if improvements will be needed to the <br /> intersections of Water Street with King Street and Martin Luther King Jr. Drive <br /> with King Street. IDOT approval must be received for any changes within the <br /> North Water Street right-of-way. <br /> 3. Minimum parking and loading requirements have to be complied with the Zoning <br /> Ordinance. Bicycle racks shall be provided in appropriate locations for employees <br /> and patients. <br /> 4. A maximum of eleven (11) buildings, the existing Crossing Healthcare medical <br /> care facility included, shall be allowed within this Planned Development District, <br /> with a combined total square footage not to exceed 224,466 square feet. No <br /> building shall exceed 90,000 sq. ft. in size. All buildings shall be one-story in <br /> height,with the exception of the dormitory, social service facility,and apartments <br /> which may be two-story. <br />
