5. Building elevations and construction materials primarily of masonry for all <br /> permitted buildings shall be as approved by the Department of Economic and <br /> Community Development in conjunction with the final site plan review. <br /> 6. The overall development will be permitted to have no more than five (5) <br /> freestanding monument style signs including—one (1) along the frontage of East <br /> Central Avenue and North Water Street,one(1)near the intersection of East King <br /> Street and North Warren Street, and one (1) along Martin Luther King Jr. Drive <br /> frontage, and one (1) along Condit Street. Wayfinding signs should not exceed <br /> four(4) square feet in area and shall not exceed three (3) feet in height each. <br /> 7. All lights facing residential uses shall be shielded. <br /> 8. Walking trails, decorative 6-foot high perimeter fencing, landscaped berms, <br /> community gardens, and orchards shall be provided as approved on the final site <br /> plan. <br /> 9. Sustainability features should be further explored and provided as much as possible <br /> for the development of the subject site. <br /> 10. A five-lot final subdivision plat will be required to be submitted, approved and <br /> recorded prior to a final site plan being approved. <br /> 11. Reciprocal cross-access and cross-parking easements shall be provided as <br /> approved on the final site plan/subdivision plats and recorded with Macon County <br /> Recorder of Deeds. <br /> 12. Final site, landscaping/decorative fencing, and lighting plans shall be submitted to and <br /> approved by the Economic and Community Development Department, Public Works <br /> Department and the Fire Department prior to building permits being released <br /> The City Plan Commission voted 8-0 to recommend approval of this petition at the June 6, 2019 <br /> meeting; the relevant draft minutes of the meeting are attached. <br /> BACKGROUND <br /> The southeastern 22.7-acre portion of the overall 27.41 acre subject site was originally approved <br /> in September of 2018 for Community Care Campus (CCC) in the PD Planned Development <br /> District. An amendment of the original PD Planned Development District was recently approved <br /> in March 2019 to allow four(4) more accessory apartment buildings for the patients. The current <br /> CCC contains an existing community medical facility with a parking lot and a community garden <br /> (operated by Crossing Healthcare); a community service center(Northeast Community Fund), an <br /> accessory dormitory building, an inpatient care facility, an outpatient facility, all under <br /> construction; several vacant parcels approved for accessory apartment buildings and an early <br /> childhood development center(Baby Talk). <br /> The petitioner proposes the CCC be expanded by adding two areas of land, zoned"R-6" and `B- <br /> 2" Districts with 4.71-acres in combined size, to the northwest and west of the original CCC. In <br /> conjunction of a request for rezoning of the two areas from "R-6" and "B-2" Districts to "PD" <br /> District, the current PD Planned Development District is requested to be amended to add and to <br /> replace the previously approved early childhood development center with a much larger 2-story <br /> social service building to be shared by Baby Talk and DMCOC. <br /> For further details,please refer to the attached Plan Commission staff report. <br />
