Newell,P.E.,Public Works Director <br /> SUBJECT: Resolution Authorizing a Local Public Agency Agreement for Federal <br /> Participation for the Relocation of Utilities and the Purchase of Right of Way for <br /> the Improvement of Brush College Road over Faries Parkway and the Norfolk <br /> Southern Railroad Tracks, <br /> City Project 2009-33 <br /> Section 09-00933-01-BR <br /> SUMMARY RECOMMENDATION: <br /> It is recommended that the City Council approve the attached Resolutions authorizing the Mayor to <br /> sign and the City Clerk to attest to the following items: <br /> 1. Resolution authorizing a Local Public Agency Agreement for Federal Participation for the <br /> relocation of utilities and the purchase of right of way for the Brush College Road/Faries <br /> Parkway railroad grade separation. The Agreement authorizes up to $3,600,000 in Federal funds <br /> from the $25 million Illinois Competitive Freight Program grant awarded to the City. <br /> 2. Resolution appropriating $3,218,000 in State Motor Fuel Tax (MFT) funds to pay the City's <br /> portion for the Local Agency Agreement. <br /> 3. Resolution authorizing an Agreement for Reimbursable Utility Adjustment between the State of <br /> Illinois, City of Decatur and Ameren Illinois Company to relocate the Ameren electrical <br /> substation located at 1840 North Brush College Road for a fee of$4,817,982. <br /> PRIOR COUNCIL ACTION: <br /> See Appendix A for prior Council action on this item. <br /> BACKGROUND: <br /> On June 5, 2018,the City received the announcement of the award of a$25 million grant through the <br /> Illinois Competitive Freight Program for the Brush College/Faries Parkway Grade Separation <br /> Project. On October 1, 2018,the City Council approved an engineering agreement with AECOM <br /> Technical Services to design the project. The design work is now approaching a 30%completion <br /> milestone and is to be completed late summer of 2020 with the project going out for bid in late 2020. <br /> Construction is expected to begin in 2021 and completed in 2022. <br /> ,., 1 .., <br />
