Project Management Agreement <br /> THIS PROSECT MANAGEMENT AGREEMENT entered into this�day of���2019, by and between <br /> the City of Decatur, (hereinafter"City"),and Robert Oleson doing business as Smart Consultin� ,a <br /> Sole Proprietorship, (hereinafter"Project Manage►")WITNESSETH: <br /> WHEREAS,City is responsible for management and inspection of various residential rehabilitation and <br /> demolition projects including but not limited to: the Emergency Program,the Rehabilitation Program, <br /> the Homebuyer Program, Demolition Program and the Rental Rehabilitation program;and <br /> WHEREAS,City desires to engage a qualified residential rehabilitation construction Project Manager to <br /> render general management services including inspections,cost of repair estimates and reporting; and <br /> WHEREAS, Project Manager has significant expertise in rendering general management services for <br /> residential rehabilitation construction and demolition projects, including inspectians and reporting; and <br /> WHEREAS, Project Manager is an independent contractor who desires to manage City's various <br /> residential rehabilitation and demolition projects; <br /> NOW THEREFORE,in consideration of the mutual covenants and promises herein set forth,the parties <br /> agree as follows: <br /> MANAGEMENT OF PROJECT. Project Manager shall, in support of City's obligations to supervise <br /> rehabilitation projects in the Emergency, Rehabilitation, Homebuyer,Demolition and Rental <br /> Rehabilitation Programs, under the direction and supervision of the City, provide construction project <br /> management services,including inspectians and reporting, as herein defined. <br /> SERVICES TO BE PROVIDED BY PROJECT MANAGER. Project Manager shai) provide the following <br /> services: <br /> A. Serve as fiaison between contractors and homeowners. <br /> B. Prepare necessary paperwork including bid specifications,for bid-letting of contracts for <br /> rehabilitation work. <br /> C. Prepare written descriptions of the scope of work involved and estimate the cost of same. <br /> D. Provide project oversight,property inspections,and annual property monitoring. <br /> E. Observe and document violatians of the basic housing and property maintenance codes. <br /> F. Counsel property owners on the rehabilitation process. <br /> G. Prepare and issue ordinance compliance orders to property owners and tenants. <br /> H. Establish and maintain inspection reports and records which include: chronological <br /> sheets/payroll reports. <br /> I. Maintain contractor certification files/evatuate contractor qualifications to ensure insurance and <br /> lead certification requirements are met, <br /> J. Inspect residential properties and complete property reports for potential homebuyer <br /> acquisition programs and annual monitoring. <br /> K. Approve invoices and issue payments for contractors and other ordinary expenses related to <br /> projects. <br /> L.
