Smith
The assessment will include process/mechanical,structural, architectural, building mechanical,
electrical,civil/site,and instrumentation review. CDM Smith will also complete a security review retative
to physical security at each site.
The structural assessment of storage facilities will be as follows:
CDM Smith structural engineer will enter the finished water clearwell at the Plant for a
structural assessment assuming the Utility is able to completely drain for inspection.
• No physical inspection included for the Finished Water Reservoir or distribution system elevated
tanks, but recent or previous reports as provided by the Utility will be reviewed and
recommendations will be incorporated into the CIP.
In addition to the above, CDM Smith will review current cyber security measures implemented at the
Plant and provide recommendations for improvements.
Task 4-3: Determine Recommended Improvements
CDM Smith will develop a list of potential improvements identified from the condition assessments and
hydraulic capacity analysis. The list of potential improvements will be summarized, including the
following:
• Definition of the problem, impact on operations and associated recommended fix.
• Assessment of level of priority.
• Area of review(structural, process, etc.)
• Definition of functional category.
Task 4-4: Pump Performance Testing
CDM Smith will coordinate with Utility staff to complete pump performance tests to include flow, head,
and power(where feasible) measurements to evaluate the performance and deviations from the
manufacturer's curves. Pump testing will be completed for Low Service, High Service,William Street
Pump Station. The South Booster Pump Station will not be tested. Completion of this task assumes that
the Utility can throttle the pumps with a downstream valve.
The existing hydraulic model developed by the Utility and used by CDM Smith in Task 6 can be updated
with these results prior to the distribution system evaluation.
For the purpose of fee estimate, the following is assumed:
• CDM Smith assumes one pump test will be conducted for each size and type of pump at each
facility(i.e. if there are three pumps with same size, type, and relatively same age; one pump
will be tested).
• CDM Smith assumes that existing flow and pressure readings currently available will be utilized
for the testing. The Utility will provide a licensed electrician to assist with power metering,
including voltage and amps. No vendors will be retained to provide instruments or support for
the testing.
4 Page
