Smith
Task 5-4: Treatment Strategies and Alternatives
CDM Smith will develop a series of potential treatment strategies and alternatives to address the water
quality challenges facing the Utility. Potential areas to be evaluated:
• Process optimization
• Evaluate the blending of existing surface water supplies with the new ground water source
(efforts related to treatment of groundwater sources is assumed to be developed by the Interra
Study—this effort is limited to coordination)
• Expansion of the water treatment plant versus rehabilitation of aging facilities.
• Disinfection by-products
As part of this task,CDM Smith will develop conceptual layouts for up to three treatment alternatives to
address the above water quality challenges. Comparison level cost estimates will be developed for the
three alternatives. As part of this task, CDM Smith will evaluate the need for the addition of Claricones
at the WTP.
Task 5-5: Workshop
CDM Smith will conduct a workshop with Utility staff to review the findings and recommendations
related to the treatment technologies and process changes. Minutes from the workshop will be
prepared by CDM Smith and submitted to the Utility. The feedback received in the meeting will be used
to finalize this Section in the draft Water Master Plan.
Task 5-6: Prepare Draft Technical Memorandum
CDM Smith will prepare a draft technical memorandum describing the findings from Tasks 5-1 through
5-4 above. The memorandum will be written in a format that allows the final version to be easily
incorporated in to the final Water Master Plan as described below in Task 8-1.
Task 6: Distribution System Evaluation and Assessment
Task 6-1: Kickoff Workshop
CDM Smith will conduct a kickoff workshop specific to the distribution system evaluation and
assessment. The purpose of this workshop will be to review the data collected in Task 2, determine the
level of service expected to be provided by the Utility, select water demand scenarios to examine,
outline CDM Smith's approach for evaluating the distribution system, and finalize the workplan for this
Task jointly with the Utility.
Task 6-2: Limited Assessment and Analysis of Distribution System
CDM Smith will provide a limited assessment of the existing distribution system using the Utility's
existing, calibrated hydraulic model to identify any potential deficiencies within the system. Potential
deficiencies may be related to system pressures, fire flows and water age at the different water demand
scenarios and level of service expectations discussed in Task 6-1. Work to be performed under this
subtask includes:
6 Page
