Smith
• Conducting hydraulic model simulations for average day flow, maximum day flows, peak hourly
flows, and provide results with GIS maps with contours for the following(up to five model
scenarios are included in the fee development):
o Residual pressure
o Available fire flows
o Water age
• Identify any deficiencies in the distribution system related to pressures, fire flows, water age at
the different water demand scenarios based upon the established level of service.
Identify operational improvements for system optimization and energy efficiency, such as pump
operation.
• Simulate system improvements in the model to correct the deficiencies identified above.
For this Task,CDM Smith assumes that the model is complete and calibrated and ready for use. In
addition, it is assumed that water demands, and pump operational scenarios are included in the model.
CDM Smith's efforts are limited to model simulations based on the established modeling scenarios. The
hours noted in Exhibit A.1 for this Task reflect the assumed level of effort. If additional modeling effort is
required, an amendment to this Contract will be required.
Task 6-3: Distribution System Storage Analysis
CDM Smith will evaluate the distribution system water storage needs based upon:
• Emergency storage
• Fire flow storage
• Operational storage to address diurnal flow changes
The storage evaluation will be included in Task 6-7 below. If additional storage is recommended, CDM
Smith will provide information on the optimum location for the additional storage, volume, and type of
storage(elevated,ground,etc.). Review the need for the proposed SWTP Reservoir.
Based on the tank inspection reports and flow data provided by the Utility, CDM Smith can identify if
potential water loss exists at the existing ground storage facilities.
Task 6-4: Develop a Watermain Rehabilitation and Replacement Program
In order to prioritize capital investment,CDM Smith will develop a watermain rehabilitation and
replacement program as described below.
• Utilize the existing GIS data with Utility piping and develop database with pipe information
including diameter, length, age, material type, history of main breaks, soil conditions, and other
critical condition information.
• Use the hydraulic model to conduct a criticality analysis(critical customers served by pipe, flow,
velocity, etc.)
• Use the GIS database to conduct water main risk analysis/prioritization based on condition and
criticality information to prioritize water main replacement and identify pipes needing rehab or
replacement.
• Develop a list of water mains to be rehabbed or replacement for 5, 10, 20, and 30 years.
• Review rehabilitation and replacement technology.
7 Page
