Exhibit A <br /> � <br /> December 20,2019 <br /> Mr.Scot Wrighton, Decatur City Manager <br /> Mr. Matt Newell, Director of Public Works <br /> Municipal Center <br /> Decatur, IL <br /> Subject: Proposal to develop Concept Improvement Plans <br /> For Improvements to North Main Street(US Route 51 southbound)and North Water Street <br /> (US Route 51 northbound)from Eldorado Street to Pershing Road, Decatur, IL <br /> Dear Scot and Matt, <br /> Massie Massie+Associates(MMA)is pleased to provide this proposal to the City of Decatur for <br /> developing Concept Improvement Plans for North Main Street(US Route 51 southbound) and North <br /> Water Street(US Route 51 northbound),from Eldorado Street to Pershing Road,on the north side of <br /> Decatur. <br /> Based on the December 18 meeting between you, and Neil Brumleve and myself from MMA,we <br /> have outlined the following scope of services for the purpose of developing plans to improve the <br /> circulation,safety,environment,and aesthetics of the approximate 11,200 linear feet of IL 51 and North <br /> Main from Eldorado to Pershing. The plans will primarily consider the IL 51 and North Water Street <br /> rights-of-way, however,street intersections and access to public and private property along the rights- <br /> of-way will be included. Collaboration with the city staff and outreach to the community are included in <br /> this scope. <br /> The Concept Improvement Plans will be based in part on a sketch study of the area prepared by <br /> MMA.
