Zientara, City Treasurer& Director of Finance <br /> SUBJECT: Ordinance Amending City Code Chapter 18 Defining a Returned Payment Policy <br /> SUMMARY RECOMMENDATION <br /> City Administration recommends City Council approval of the attached ordinance. <br /> This ordinance will enact a policy as a part of city code whereby the City of Decatur will charge a <br /> transaction processing fee of$25.00 for any payments to the City of Decatur which are returned to the <br /> City for any reason as determined by the bank institution processing the payment, or for any electronic <br /> payment transaction denied for any reason by the bank institution processing the payment. <br /> BACKGROUND <br /> The City of Decatur incurs a cost and is required to pay the bank institution a fee when payments to the <br /> City of Decatur which are returned to the City for any reason as determined by the bank institution <br /> processing the payment, or for any electronic payment transaction denied for any reason by the bank <br /> institution processing the payment. <br /> Such payment denials can result from non-sufficient funds available in the payee's bank account or for <br /> electronic payment entry errors by the payee. <br /> POTENTIAL OBJECTIONS <br /> Those individuals or entities required to pay the fee. <br /> STAFF REFERENCE <br /> Gregg D.Zientara, City Treasurer& Director of Finance <br />
