Control Services in the Central Business District for a period ending September 30, <br /> 2017. <br /> • September 18, 2017 — City Council approved Resolution R2017-114 authorizing <br /> Agreement with Soules Bird Repelent Company of Decatur, Illinois, for Bird <br /> Control Services in the Central Business District for a period ending September 30, <br /> 2020. <br /> BACKGROUND: <br /> The City's current three-year agreement with the Jimmie Soules Bird Repelent Company, <br /> approved by the City Council on September 18, 2017, expires on September 30, 2020. This <br /> agreement is for the control of birds in the City's downtown area. The downtown area is <br /> described in the agreement as being the area bounded by Cerro Gordo on the north, Martin <br /> Luther King on the east, Wood Street on the south and Church Street on the west. The purpose of <br /> controlling the birds is to minimize the health-related problems, cleanup costs and nuisances that <br /> can be associated with high numbers of birds flocking or roosting in the area. <br /> City Staff has met with Mr. James Soules to discuss a new agreement for these services. Soules' <br /> bird repellent process is proprietary and has proven extremely effective in keeping birds from <br /> infesting high use areas downtown over the years. Birds are not harmed by his procedures. <br /> A new three-year agreement (copy attached) has been prepared by staff and Mr. Soules for <br /> Council review and approval. The new Agreement will begin October 1, 2020 and extend <br /> through September 30, 2023. <br /> Payment is made annually for the year beginning October 1 and ending on September 30 of the <br /> following year. The fee for each year of the 3-year contract is $25,000.00. <br /> This agreement is administered by the City's Public Works Department. <br /> POTENTIAL OBJECTIONS: There are no known objections to this resolution. <br /> INPUT FROM OTHER SOURCES: None <br /> STAFF REFERENCE: Matt Newell, Public Works Director and Randy Callison, City <br /> Forester. Matt Newell will be in attendance at the City Council meeting to answer any questions <br /> of the Council on this item. <br /> LEGAL REVIEW: The contract was approved by the Legal Department on September 28, <br /> 2020. <br /> BUDGET/TIME IMPLICATIONS: <br />
