Exhibit A
1. Adequate high quality color photographs will be taken of the structure to convey the
current condition and to corroborate the recommended scope of work in the BCR.
Photos of distressed areas, areas of concern and areas depicting the general overall
condition of the structure will be taken during the inspection.
2. Detailed top and bottom of deck survey plans will be developed based on the inspection
sketches. These surveys are critical to estimating the condition of the deck and
determining whether or not it is economical to repair.
3. Detailed substructure survey plans will be prepared based on the inspection sketches.
These surveys are critical in estimating the condition of the substructure and whether or
not it is economical to reuse.
4. If significant section loss is detected on main load carrying elements, the thickness and
length/area of the section loss will be measured along with the distance from a known
point to the location of the section loss. Photos will also be taken of the damaged area.
5. If significant concrete cracks are detected in structural members, the length of the crack
will be measured along with the width of the crack at identified points. The distance from
a known point to the location of the crack will also be measured and photos will be taken
of the area.
6. If it is suspected that substructure units have rotated or moved significantly since
construction, measurements will be taken to document plumbness of the walls and the
degree of rotation or movement of the bearings at the unit. The location of the area will
be measured relative to a known point and photos will be taken of the area.
Bridge Analysis and Scope of Work Selection
This process determines the appropriate scope of work for a structure within the framework of
the project being considered. It considers information about the bridge and surrounding area
such as the results of the inspection (current condition), geometric requirements, load
capacity, construction feasibility, economics and exterior constraints when making this
decision. Scope of work definitions may be any of the following:
1. Bridge Replacement: Replacement of the entire bridge.
2. Bridge Reconstruction: At a minimum a complete replacement of the superstructure and
may include work on the substructure and foundation.
3. Bridge Rehabilitation: Repair or replacement work on one or more of the major
and/or minor components of a bridge (i.e., deck replacement, super/substructure
widening, bridge rail retrofit/replacement, transverse or longitudinal joint work, beam
repairs and substructure repairs).
A-3
Rev 0—12/10/2020
