Authorities, Accountabilities, and Responsibilities <br /> As mentioned in the Safety Policy Statement,the ultimate authority for the success of this PTASP falls to <br /> the Accountable Executive(AE), DPTS department managers, contract managers,as well as employees <br /> fulfilling their commitment to safety on a day-to-day basis support the AE. <br /> Accountable Executive (AE):The AE will determine, based on feedback from DPTS staff and contractor, <br /> the level of Safety Management System (SMS) principals to maintain to ensure a safe work environment, <br /> rider experience and community safety. DPTS's AE is committed to providing contracts that will enable <br /> contract management to provide the tools and training needed to be successful and safe providing <br /> service for DPTS. <br /> The AE,John Williams, and his staff will provide contract oversight and monitoring to include <br /> accountability for all aspects of safety.The AE is responsible for developing the RFP process for <br /> contracted service and will include language relative to the responsibility of the contractor to manage <br /> and operate service using SMS principals.Though contractors are not required under 49 CFR Part 673 to <br /> develop their own PTASP,they are required to follow SMS methods of managing risk to include <br /> compliant Employee Safety Reporting Program. MV Transportation has developed a Transit Agency <br /> Safety Plan for all its employees to follow and the City ensures the Plan is being followed. <br /> SMS Executive (SME):The Safety Management Systems Executive will serve as an intermediary <br /> between the contractor's Chief Safety Officer and the Accountable Executive associated with a contract <br /> with Decatur Public Transit.The position requires oversight and interaction with contract operations, <br /> maintenance, human resources,training and safety to ensure the Agency Safety Plan is being followed <br /> and a culture of safety is present among all contract employees. <br /> Chief Safety Officer (CSO):The DPTS CSO,works with the contracted service and is responsible for <br /> ensuring safety elements in the following areas are properly managed with the intent of creating a <br /> culture of safety.The CSO will participate in training relative to their role in implementing SMS per <br /> requirements in 49 CFR Part 673. <br /> • Employee Safety Reporting Program <br /> • Safety Performance Targets and Measures <br /> • Safety Risk Management <br /> o Safety Hazard Identification <br /> o Safety Risk Assessment <br /> o Safety Risk Mitigation <br /> • Safety Assurance <br /> o Safety Performance Monitoring and Measurement <br /> • Safety Promotion <br /> o Competencies and Training <br /> o Safety Communication <br /> ■ Accountable Executive <br /> ■ Customer Service and Compliance Manager <br /> ■ Contractor General Manager <br /> ■ Contractor Operations Manager <br /> 11 <br />
