decatur�� OPERATION OF TRANSIT MANAGEMENT SERVICES public C �transit S ystem Patrick has worked extensively with both Teamsters and ATU leadership in all aspects of labor relations since arriving in 2016. As MV's labor director, he has successfully negotiated five collective bargaining agreements and settled numerous grievances with these unions. Patrick will be on-site as needed to continue to foster labor harmony with the Teamsters Union Local 853. • Patrick holds a Doctor of Law from Cleveland-Marshall College of Law with a • concentration in Labor and Employment Law and a Bachelor of Science in Aviation Technology from Purdue University. Mark John, Director of Finance • Mr. Mark John is responsible for financial reporting, billing, accounts payable, • accounts receivable, and all other accounting functions for the MV's central • region's operations. Mark ensures that MV's local operations maintain their financial records according to best practices and MV's high accuracy and transparency standards. Mark has served as director of finance since 2014 and joined MV in 2013 as a financial analyst. Before joining MV, Mark held a financial analyst position for West Corporation based in Omaha, NE. He was responsible for its weekly • performance reporting, data mining, labor analysis, gross margin reporting, and • budgeting. : Mark holds a Bachelor of Science in Business Administration in Finance from the University of Nebraska, Lincoln, and a Master of Business Administration in Finance and Accounting from Bellevue University. Donna Harper, Human Resources Manager Ms. Donna Harper is MV's regional human resource manager for this project. Bringing 26 years of transportation-related • experience to her role, she supports her assigned region's ® contracts in human resources and labor relations. T Donna serves as an advisor to the regional leadership team, • providing and implementing company labor strategies to include interpretation of and compliance with CBAs, applicable labor laws, regulations, and investigative and disciplinary procedures. She ensures compliance with company policies. Donna supports local teams on a wide range of employment issues, including performance management, coaching and counseling, training and development, and promoting positive employee relations.
