COMMUNITY DEVELOPMENT MEMORANDUM <br /> No. 20-50 <br /> December 31,2020 <br /> TO: Honorable Mayor Julie Moore Wolfe and City Council <br /> FROM: Scot Wrighton, City Manager <br /> Cordaryl "Pat"Patrick, Community Development Director <br /> Greg Crowe, Planning and Development Manager <br /> SUBJECT: Ordinance granting a Conditional Use Permit(CUP)to allow for a Day Care Home, <br /> Large in an existing residence zoned R-3 Single-Family Residence District 2220 <br /> Longwood Drive <br /> SUMMARY RECOMMENDATION: Staff recommends approval of the Conditional Use Permit with <br /> the following conditions for the subject site: <br /> 1. That the proposed operation will not be allowed to exceed the maximum number of <br /> children allowed by the State of Illinois. <br /> 2. The hours of operation will be Monday through Friday 6:00 a.m. to 6:00 p.m. <br /> 3. That the proposed operation be in compliance with applicable provisions of the City's <br /> adopted Building Codes, including obtaining a building permit to perform any proposed or <br /> required improvements to the existing dwelling. <br /> 4. That the proposed daycare be appropriately licensed by the State of Illinois at all times. <br /> The petitioner shall supply the City with a copy of the daycare license <br /> The City Plan Commission voted 7-0 to recommend approval of the petition at the December 3, <br /> 2020 meeting. The minutes of the meeting are attached. <br /> BACKGROUND: The subject site is located at 2220 North Longwood Drive and is currently <br /> zoned R-3 Single-Family Residence District. <br /> The subject petition requests a conditional use permit to allow the operation of a large home <br /> daycare. A large home daycare located in the R-3 District requires a Conditional Use Permit. The <br /> petitioner has enough parking in the driveway to accommodate two vehicles to drop off and pick <br /> up children, there is also on street parking that would allow for drop off and pick up of children <br /> from the proposed home daycare along Longwood Drive. There is adequate room for the children <br /> to play in the side and rear yard once fencing is complete. <br /> For further details,please refer to the attached Plan Commission staff report. <br /> POTENTIAL OBJECTION: There were no objectors present at the Plan Commission meeting. <br /> INPUT FROM OTHER SOURCES: N/A <br />
