1/26/2021 Item Coversheet <br /> In <br /> Public Works <br /> DATE: 1/15/2021 <br /> MEMO: 2021-08 <br /> TO: Honorable Mayor Julie Moore Wolfe and City Council Members <br /> FROM: Scot Wrighton,City Manager <br /> Matthew C.Newell,P.E.,Public Works Director <br /> SUBJECT: Resolution to Appropriate Motor Fuel Tax Funds to Pay the City's Portion to Improve the Center Street <br /> Bridge over Stevens Creek, <br /> SN: 058-3061 <br /> City Project 2019-04 <br /> SUMMARY RECOMMENDATION: It is recommended that the City Council authorize the Mayor to sign,and the City Clerk <br /> to attest,to the following resolutions: <br /> 1.Resolution appropriating$290,000.00 in State Motor Fuel Tax(MFT)funds using Rebuild Illinois Bond Grants to pay for <br /> the City's$260,000.00 match with the State and a$30,000.00 contingency,for the improvement of the Center Street Bridge over <br /> Stevens Creek(SN 058-3061). <br /> 2.Resolution appropriating$19,833.00 in State Motor Fuel Tax(MFT)funds using Rebuild Illinois Bond Grants to pay <br /> $19,833.00 for a construction engineering agreement with WHKS to perform construction engineering services for the <br /> improvement of the Center Street Bridge over Stevens Creek(SN 058-3061). <br /> 3.Resolution authorizing a Local Public Agency Agreement for Federal Participation to improve the Center Street Bridge <br /> over Stevens Creek(SN 058-3061).The Agreement authorizes a$1,300,000.00 bridge reconstruction project with Federal funding <br /> at 80%up to a maximum of$1,040,000.00 with the remaining 20%,estimated at$260,000.00,being owed by the City. <br /> BACKGROUND: <br /> All bridges in the United States,including those owned by the City are required by the Federal Government to be inspected to <br /> assure the safety of the structures.The Center Street Bridge condition has been declining rapidly since the bridge inspection report <br /> in 2016. In 2019 the City completed a scheduled inspection and found additional deterioration of the deck beams that required the <br /> bridge to reduce to one lane to move traffic from the deteriorated sections. Under the National Bridge Inspection System(NBIS) <br /> guidelines required by the Federal Highway Administration,the Center St Bridge has a superstructure rating of"3"(Serious <br /> Condition)on a scale of 0-9(O=Required Closure,9=New). <br /> Federal funding was secured to assist in replacing the bridge. The attached Agreement allocates Federal funding at 80%up to <br /> $1,040,000 of the estimated$1,300,000 total construction cost. The City match is estimated to be$260,000. <br /> The City also seeks a construction engineering agreement with WHKS&Co for$19,833 to perform shop drawing review,assist <br /> with contractor questions,project coordination and allow for site visits as needed. <br /> It is proposed that$309,833 in State Motor Fuel Tax funds using Rebuild Illinois Bond Grants be authorized to cover the City's <br /> $260,000 match and$19,833 construction engineering agreement with a 30,000 contingency. The City's portion is proposed to be <br /> paid from the Illinois Bond Grants awarded to the City as additional motor fuel tax funds that need to be used for bondable capital <br /> improvement projects. The City is ultimately responsible for all construction costs in excess of$1,040,000. <br /> Because the project will utilize Federal funds,the work will be completed under a State contract with the City providing the daily <br /> project inspection under IDOT supervision. The Local Agency Agreement authorizes the use of Federal funds for the project and <br /> for the State to oversee the construction contract. <br /> Center Street will be closed during the bridge replacement project. As shown on the attached location map,the City will work <br /> with the Decatur Park District to reroute a portion of the adjacent bike trail by assisting in the construction of a spur from Hunt <br /> Street to the bike trail. <br /> https:Hdecatur.novusagenda.com/AgendaWeb/CoverSheet.aspx?ItemID=3248 1/2 <br />
