1/26/2021 Item Coversheet <br /> PRIOR COUNCIL ACTION: <br /> June 20,2016—City Council was given a memorandum detailing the condition and status of the City's bridges that fall within the <br /> jurisdiction of the National Bridge Inspection Standards(NBIS). This memorandum identified bridges with structural concerns <br /> including the Center Street Bridge. This project will replace the bridge. <br /> October 3,2016—The City Council authorized Resolution R2016-116 approving a Professional Engineering Services agreement <br /> between the City of Decatur and AECOM Technical Services,Inc.,to perform bridge inspections and prepare preliminary bridge <br /> condition reports for a fee of$77,803.80. The Center St Bridge over Stevens Creek was one of the bridges inspected by AECOM. <br /> October 11,2019—The City Council was given a memorandum detailing the updated condition of the Center Street Bridge, <br /> requiring closure of the north lane reducing the bridge to one lane. <br /> January 21,2020—City Council approved Resolution R2020-09 appropriating$305,114.20 in State Motor Fuel Tax(MFT)funds <br /> to pay for the agreement with WHKS&Co to perform bridge design services for the Center Street Bridge over Stevens Creek. <br /> POTENTIAL OBJECTIONS: None. <br /> INPUT FROM OTHER SOURCES: Illinois Department of Transportation,Decatur Park District <br /> STAFF REFERENCE: Matt Newell,Public Works Director and Paul Caswell,City Engineer. Matt will attend the City Council <br /> meeting to answer any questions of the Council on this item. <br /> BUDGET/TIME IMPLICATIONS: <br /> Budget Impact: The Local Public Agency Agreement for Federal Participation authorizes a total project amount of$1,300,000.00 <br /> for the Center Street Bridge over Stevens Creek(SN 058-3061)with Federal funding up to$1,040,000.00. The City's match is <br /> estimated to be$260,000.00. The City will be responsible for the balance required above the agreement amounts. City funding is <br /> proposed to be allocated in the State Motor Fuel Tax fund using Rebuild Illinois Bond Grant at$309,833. This also includes a <br /> $30,000 contingency and a 19,833 Construction Engineering Agreement with WHKS. <br /> Staffing Impact: Staff time is allocated to manage the Center Street Bridge Replacement Project. <br /> Construction Schedule: <br /> The project is scheduled for a State bid letting on March 5,2021. Construction should begin in the spring and be completed late <br /> 2021.
