Exhibit A-2
ASCMAECOM 312 938 0300 tel
303 East Wacker Drive 312 373 6800 fax
Suite 1400
Chicago,IL 60601
www.aecom.com
• Discuss and review known or potential existing site conditions that may affect construction
bid items
The site visit will include two (2) members of the AECOM team, as well as least one (1) member of
the City staff. The goal will be to determine what site conditions may pose additional risk for the
construction contract, especially as it relates to non-standard contract bid items that may be required
for construction. Manhole locations on Oakland Avenue (Illinois Route 48) will also be documented,
as this may impact the maintenance of traffic(MOT)design for this area.
It assumed that the project area will include only the Ellen and Division sub-basin, which does not
include the downstream area, where the Sanitary District of Decatur (SDD) owns, operates, and
maintains an existing 15-inch diameter sewer(see the attached Attachment 1).The boundaries of the
proposed site can generally be described as Oakland Avenue (Illinois Route 48) to the east, Grand
Avenue to the south, Summit Avenue to the west, and Garfield Avenue to the north. Furthermore, it is
assumed that the 1/1 reduction will be comprehensive in this area and that every City owned sewer,
manhole, and lateral will be included, as much as possible, in the proposed 1/1 rehabilitation design.
Deliverables
• Meeting Minutes
Task 2: DESIGN(50%,95%,AND 100%)
AECOM will prepare bidding documents, which will include front end contract documents, technical
specifications, and appendices that will include overall project maps and construction details.
Detailed, individual designs for each home or block will not be provided. Rather, summary maps and
figures developed in GIS will show the inflow and infiltration(1/1) reduction design. AutoCAD 2018 (or
higher) will be used for developing any standard, construction details that are not covered by the
City's existing standard details. Pay items and quantities will be developed based on known and
estimated conditions and will cover sewer rehabilitation, lateral rehabilitation, manhole rehabilitation,
restoration, backfill, landscaping, materials testing, and traffic control. The pay items may be in
accordance with standard IDOT or City pay items(or other), but the final approach will be determined
prior to completion of the 50% design documents. The design will incorporate the following
rehabilitation methods:
1. Cured-in-place pipe(CIPP) lining for approximately 22,000 LF of mainline sewers
a. Mainline sewer that may potentially be upsized in the future will need to be
addressed by one of the following options:
i. Do not line any sewer that may be replaced in the future due to potential
upsizing.
ii. Line all mainline sewers. If upsizing is required in the future, parallel sewers
will be installed in lieu of replacement sewers. This will avoid the City having
to replace recently lined sewers.
2. Completed sewer lateral rehabilitation'for approximately 550 homes.
a. Multiple lateral lining technologies will be considered during the design.
b. It is assumed that work will be performed on private property, either for accessing the
existing cleanouts or constructing new cleanouts. Obtaining temporary easement
'The proposed rehabilitation will take place from the existing mainline sewer to the front of each home,
where a new cleanout will be installed. If an existing, usable cleanout already exists at the front of each home, then a
new cleanout will not be required.
2
