Exhibit A-3
AECOM 312 938 0300 tel
303 East Wacker Drive 312 373 6800 fax
Suite 1400
Chicago,IL 60601
www.aecom.com
agreements will be the responsibility of the General Contractor and is not included in
this scope of work.
3. Cleanouts
a. Repair broken, missing,and/or leaking cleanout covers
b. Any home without a cleanout will receive a new one
4. Rehabilitation of approximately 70 manholes.
a. Rehabilitation options may include spray sealing, tuckpointing, realignment,
replacement, frame adjustments, internal seals, and external seals.
b. Rehabilitation of flat top manholes will also need additional evaluation, since
replacing flat top manholes with cones, in the City's experience, has been expensive
and sometimes unsuccessful.
5. Point repairs
6. Disconnections of existing downspouts
In a previous study, AECOM reviewed closed circuit television (CCN) data of this portion of the
City's existing sewer collection system. Furthermore, since the selected General Contractor will also
be performing their own CCN analysis, no CCTV review will be performed under this scope of work.
For City owned streets, the design will include only a general maintenance of traffic (MOT) plan for
maintaining two-way traffic, etc. Since this is mostly a residential area with light traffic, the design will
not include detailed MOT design for each block and/or area that requires construction. For the
rehabilitation work that will be required on Oakland Avenue (Illinois Route 48), detailed MOT design
will be provided, as this will be required for the Illinois Department of Transportation (IDOT) permit
(see Task 3).Applicable IDOT MOT standards will be followed.
An Engineer's Opinion of Probable Construction Cost will be prepared and presented to the City and
include a 20 percent construction contingency(50% bid documents)and no construction contingency
for the 95%and 100%bidding documents.
Also included in this task is assisting the City in developing a service charge/fee for those residents
that choose not to be included in the project. This will include estimating the cost of each lateral, as
well as estimating the additional 1/1 that may leak into the system (and associated costs)as a result of
the resident's decision not to be included in the project.
Each set of design documents will undergo AECOM's internal QA/QC procedures. At the conclusion
of our QA/QC process, internal comments will be incorporated and identified issues will be
addressed. Deliverables will then be issued to the City for review and comment. AECOM will meet
with City personnel to discuss comments. AECOM will capture client comments into document
review forms and track the status of response/action in order to satisfactorily address all comments.
Deliverables:
• 50%bid documents
• 50%Engineer's Opinion of Probable Construction Cost
• 50%Review Meeting Minutes
• 95%bid documents
• 95%Engineer's Opinion of Probable Construction Cost
• 95%Review Meeting Minutes
• 100%bid documents
• 100% Engineer's Opinion of Probable Construction Cost
3
