COMMUNITY DEVELOPMENT MEMORANDUM <br /> No. 21-02 <br /> February 1, 2021 <br /> TO: Mayor Julie Moore Wolfe and City Council Members <br /> FROM: Scot Wrighton, City Manager <br /> Cordaryl "Pat" Patrick, Director of Community Development <br /> SUBJECT: Ordinance Authorizing Acceptance of Macon County Trustee properties for Public <br /> Use <br /> RECOMMENDATION: Staff recommends the City Council authorize acceptance of sixty- <br /> seven(67)Macon County Trustee properties into the city's land inventory. This ordinance is <br /> needed to satisfy the final step of our current agreement with Macon County to receive these <br /> properties,pending Macon County Board approval. This is a legal requirement for the County to <br /> transfer properties owned by Macon County Trustee to the City. The properties will be integrated <br /> into the City's community revitalization projects to be used in a manner that is consistent with <br /> our overall goals. <br /> BACKGROUND: The City Council authorized the acceptance of approximately 750 Macon <br /> County Trustee lots at$75 per lot in April 2019 into the city's land inventory for the purpose of <br /> creating critical mass for new development. Currently,Macon County has been unable to sell <br /> these sell sixty-seven (67)properties that are adjacent to other properties in the city's land <br /> inventory. Of the 67 properties, 29 has a structure. Macon County has agreed to transfer them to <br /> the City for$150 per lot for a total of$10,050. Funds will be used from the sale of side-lots to <br /> cover this expense. These are properties that the City is already maintaining on an annual basis <br /> by way of mowing and/or securing the properties. In 2020,the City's cost for maintaining <br /> Macon County Trustee and City-owned properties was approximately$353,000. <br /> POTENTIAL OBJECTIONS: Staff is not aware of objections. <br /> INPUT FROM OTHER SOURCES: Macon County Staff. <br /> STAFF REFERENCE: Should the City Council have any questions,they may contact <br /> Cordaryl M. Patrick,Director of Community Development, at 424-2727 or e-mail <br /> ccpatrickgdecaturil.gov. <br /> BUDGET/TIME IMPLICATIONS: Because the City has been maintaining the Macon <br /> County Trustee properties for several years,there will not be an increase in operations cost. <br /> However,there will be a need for additional funds in the future for demolition cost. <br />
