3/12/2021 Item Coversheet <br /> year.The 2021-11 project will perform concrete patching work on three streets. It will also repair the concrete base under the <br /> westbound lane of W. Main Street in front of Millikin's campus while salvaging and re-laying the bricks. The bricks in the <br /> westbound lane have become uneven and have popped out in some cases suggesting an issue with the base supporting the bricks. <br /> The eastbound lane does not exhibit the same problems;however,the bricks will be removed and new bricks,or salvaged old <br /> bricks,will be re-laid across the entire width of the road allowing Staff to inspect the condition of the base in the eastbound lane. <br /> The proposed locations for concrete patching and concrete base repair are as follows(see attached location map): <br /> Location Treatment Length of Length <br /> Street road(feet) (Lane Miles) <br /> 300 feet E. of Fairview Ave. Concrete Base <br /> W.Main Street to 350 feet W. of Oakland Repair Under 472 0.09 <br /> Ave. Bricks <br /> N.MacArthur Road Between MacArthur Bridge Concrete Patches 2,100 0.80 <br /> to Arbor Dr. <br /> N.27th Street Between Kile St. to ILL Concrete Patches 3,850 2.92 <br /> Route 48 <br /> Airport Road US Route 36 to End of Concrete Patches 1,100 0.42 <br /> Concrete Pavement <br /> Total Length 7,522 4.23 <br /> Streets on this list will require full or partial street closures. It is anticipated that W.Main Street will need to be closed for <br /> approximately three to four weeks. 27th Street will be reduced to single lanes in each direction. The rest will see partial closures <br /> with either one-way or flagger assisted traffic. <br /> PRIOR COUNCIL ACTION: <br /> Each year the City Council approves the appropriation of State MFT funds for street improvement work. State MFT funds are <br /> allocated for street improvement work as part of the Fiscal Year 2021 Capital Improvement Plan. <br /> POTENTIAL OBJECTIONS: There are no known objections to this resolution. <br /> INPUT FROM OTHER SOURCES: <br /> Illinois Department of Transportation <br /> LEGAL REVIEW: Legal review of the State Motor Fuel Tax appropriation is not required. <br /> STAFF REFERENCE: Matt Newell,Public Works Director,Paul Caswell,City Engineer and Griffin Enyart,Assistant City <br /> Engineer.Matt Newell will be in attendance at the City Council meeting to answer any questions of the Council on this item. <br /> BUDGET/TIME IMPLICATIONS: 1.Budget Impact: The two proposed resolutions appropriate a total of$2,400,000 in State <br /> Motor Fuel Tax funds for street projects. The State Motor Fuel Tax increase in 2019 increased State MFT revenues to the City by <br /> approximately$1.3 million a year to around$3.2 million. <br /> 2.
