The bids received are shown below in increasing order. <br /> Construction Company Total Bid <br /> San amo Construction Company $ 1,595,148.92 <br /> Plocher Construction Company $ 1,674,000.00 <br /> White Construction $ 1,691,689.41 <br /> Stark Excavating $1,766,605.04 <br /> Contractor Average $ 1,681,860.84 <br /> Engineer's Final Opinion-of Probable Cost $1,314,004.50 <br /> The Opinion of Probable Cost prepared by WHKS is $1,314,004.50. The Opinion of Probable <br /> Cost is based on bidding information from previous projects as provided by IDOT and is typically <br /> reviewed by IDOT for concurrence at various plan review stages. Since the lowest bid is not within <br /> 5% of Engineer's Opinion of Probable Cost, the low bid required further analysis by IDOT as well <br /> as IDOT and City approval to be awarded. <br /> Since IDOT does not release unit prices for recently let projects, a detailed analysis of differences <br /> between the Contractor's bids and the Engineer's Estimate cannot be performed by the City or <br /> WHKS. For this reason, a conversation was held between IDOT Local Roads, The City and <br /> WHKS and there was a subsequent conversation between WHKS and the IDOT District Estimator <br /> to determine the significant differences between the Contractor's and Engineer's cost. <br /> Based on the conversation with the District Estimator, the notable differences in unit prices were <br /> in the Concrete Structures and Cofferdam pay items. Recent sharp increases in both steel and <br /> lumber material prices attributed to some of the difference in prices.
