While <br /> general trends can be captured, sharp increases over 6-9 months are not captured as the data <br /> published by IDOT is generally 6 months old. The pandemic in conjunction with increased <br /> transportation funding in Illinois has created a volatile bidding environment with increasing <br /> material and labor prices due to production/supply issues along with increased competition for <br /> labor as it is spread over more available work. This information helps explain why the Engineer's <br /> Opinion of Probable Cost is about 21% lower than the lowest bid and gives us a better <br /> understanding in making a recommendation on the bids. <br /> Based on our analysis and discussions with IDOT, it is our opinion that re-advertising will not <br /> result in lower prices. Considering the size of the April bulletin, it is more likely the cost will <br /> increase further if the project is delayed and re-advertised. In addition, the condition of bridge is <br /> poor, with traffic already reduced to a single lane. Re-advertisement would increase the amount <br /> of time the deficient bridge is open to traffic and possibly prolong the closure for construction <br /> beyond the current construction season.
