4/1/2021 Item Coversheet <br /> in <br /> Public Works <br /> DATE: 3/24/2021 <br /> MEMO: 2021-31 <br /> TO: Honorable Mayor Julie Moore Wolfe and City Council Members <br /> FROM: Scot Wrighton,City Manager <br /> Matthew C.Newell,P.E.,Public Works Director <br /> SUBJECT: Resolution Concurring with the Illinois Department of Transportation in the Award of a Contract to Improve <br /> the Center Street Bridge over Stevens Creek, <br /> Section Number 19-00904-00-BR <br /> City Project 2019-04 <br /> SUMMARY RECOMMENDATION: <br /> It is recommended that the City Council authorize the Mayor to sign,and the City Clerk to attest,to a resolution authorizing the <br /> City to concur with the Illinois Department of Transportation in awarding a contract to Sangamo Construction Company to <br /> improve the Center Street Bridge over Stevens Creek at their low bid of$1,595,148.92. <br /> BACKGROUND: <br /> On February 1,2021,the City Council authorized a City-State Joint Agreement to replace the Center Street bridge over Stevens <br /> Creek for a total estimated cost of$1.3 million. Because the project is utilizing Federal funds,the work will be completed under a <br /> State contract with the City providing the daily project inspection under IDOT supervision. IDOT recently opened bids for the <br /> project at their March 5 statewide bid letting. <br /> The City has secured Federal funding of up to$1,280,000 as an 80/20 split for a total$1.6 million project to replace the Center <br /> Street bridge. The Current City budget anticipated a cost of$1.6 million and allocated$320,000 in Rebuild Illinois funds for the <br /> project. <br /> Letting Results <br /> The project scope and specifications were prepared by WHKS&Co. Engineering. The project was advertised under State letting <br /> on January 29,2021,and bids were opened by the Illinois Department of Transportation on March 5,2021. The results of the <br /> letting are as follows: <br /> Bidder Total Bid Price Compared to <br /> Engineer's Est. <br /> Over(Under) <br /> Sangamo Construction Company $1,595,148.92 18.79% <br /> Plocher Construction Company $1,674,000.00 24.66% <br /> White Construction LLC $1,691,689.41 25.98% <br /> Stark Excavating,Inc. $1,766,605.04 31.55% <br /> [Engineer's Estimate $1,342,868.50 ------ <br /> The bids all exceeded the Engineer's Estimate by a significant margin.When bids exceed 10%of the estimate,IDOT reviews the <br /> bids received along with the estimate to determine if there were bid items that were estimated too low compared to recent bid <br /> prices. While IDOT will not allow a review of the specific bid items,they have discussed the project with City staff and the City's <br /> design engineer,WHKS. WHKS has held discussions with IDOT and provided their recommendation on the attached Bid <br /> Analysis and Recommendations letter. They note that according to IDOT,there were bid items that have shown sharp increases in <br /> recent bids that cannot be easily forecast by reviewing past bids. For this reason,IDOT has determined that the bids received, <br /> although higher than anticipated,are reasonable and that it is not likely that better prices will be secured by rejecting them and <br /> rebidding the project.
