COMMUNITY DEVELOPMENT MEMORANDUM <br /> No. 21-15 <br /> April 12, 2021 <br /> TO: Honorable Mayor Julie Moore Wolfe and City Council <br /> FROM: Scot Wrighton, City Manager <br /> Cordaryl "Pat"Patrick, Director of Community Development <br /> Greg Crowe, Planning and Development Manager <br /> SUBJECT: Ordinance Approving Development Plan for the Construction of a <br /> Maintenance/Office Building as an Ancillary Use to Decatur Memorial Hospital <br /> within the I-OL Institutional Overlay District located at 2692,2696 And 2698 North <br /> Church Street <br /> SUMMARY RECOMMENDATION: Staff recommends approval of the ordinance approving <br /> the Development Plan for the construction of a maintenance/office building as an ancillary use to <br /> Decatur Memorial Hospital within the I-OL Institutional Overlay District. The City Plan <br /> Commission voted 5-0 to recommend approval of the petition at the April 1, 2021 meeting. The <br /> minutes of the meeting are attached. <br /> BACKGROUND: The subject site is located 2692, 2696 And 2698 North Church Street and is <br /> located within the I-OL Institutional Overlay District. Decatur Memorial Hospital is in need of a <br /> nearby facility for their ground's maintenance crew and associated equipment. The proposed <br /> structure is ancillary to the daily function of the Hospital as it will serve as the headquarters to the <br /> maintenance crew who will meticulously work to maintain and improve the institution's campus <br /> grounds. <br /> The structure, approximately 4,300 feet in area, is designed to have two (2) offices, two (2)parts <br /> storage areas, two (2) ADA compliant bathrooms, a break room and two (2) garage bays. <br /> Additionally,the site will host four(4)parking spaces which include one(1)ADA space,detention <br /> areas for runoff, a screened refuse area accessed off the alley, and a buffer yard to the south to <br /> protect the existing residential uses. Landscaping will be provided. The proposed layout meets all <br /> the requirements of the Zoning Ordinance, including the I-OL District and no variances are being <br /> requested with this petition. <br /> For further details,please refer to the attached Plan Commission staff report. <br /> POTENTIAL OBJECTION: There were no objectors present at the Plan Commission meeting. <br /> INPUT FROM OTHER SOURCES: N/A <br /> STAFF REFERENCE: Any additional questions may be forwarded to Greg Crowe <br /> (gcrowe(&decaturil.gov). <br /> BUDGET/TIME IMPLICATIONS: None. <br />
