RESOLUTION AUTHORIZING AMERICAN RESCUE PLAN FUNDS TO CHILDREN'S MUSEUM OF ILLINOIS WHEREAS, the Children's Museum of Illinois is a major tourism destination located in Decatur, Illinois that annually receives visitors from 11 states; and, WHEREAS, the Children's Museum of Illinois was closed due to COVID-19 for more than 12 months in 2020 and 2021; and, WHEREAS, the Children's Museum of Illinois suffered losses as a direct result of COVID-19 in an amount exceeding $100,000 and these losses have been documented to the City of Decatur; and, WHEREAS,the City of Decatur has determined that extended closure,loss of funding and other economic impacts on the Children's Museum of Illinois threaten the long-term viability of this important public facility; and, WHEREAS, the City of Decatur has determined that the circumstances of the Children's Museum of Illinois make it eligible to receive American Rescue Plan(ARP)funding in an amount sufficient to partially offset the one-time financial impacts of COVID-19 on the organization; and, WHEREAS, the Children's Museum of Illinois has submitted a plan to the City documenting its plan for long-term financial sustainability. NOW,THEREFORE,be it resolved by the City Council of the City of Decatur as follows: SECTION ONE. That the City agrees to provide the sum of Two Hundred Thousand Dollars($200,000)from its portion of the American Rescue Plan Funds to the Children's Museum of Illinois upon execution of an Agreement between the City of Decatur and Children's Museum of Illinois. SECTION TWO. That the City Manager is authorized to enter into an Agreement with the Children's Museum of Illinois in accordance with the requirements of the American Rescue Plan.
