10/26/21,9:50 AM Item Coversheet <br /> Public Works <br /> DATE: 10/26/2021 <br /> MEMO: 2021-82 <br /> TO: Honorable Mayor Julie Moore Wolfe and City Council Members <br /> FROM: Scot Wrighton,City Manager <br /> Matthew C.Newell,P.E.,Public works Director <br /> SUBJECT: <br /> Resolution to Appropriate Rebuild Illinois Funds for the Replacement of the Meadowlark Bridge over the Caterpillar <br /> Ditch by the Municipality under the Illinois Highway Code <br /> City Project 2020.-02 Section No.20-00002-00-BR <br /> SUMMARY RECOMMENDATION: <br /> It is recommended that the City Council approve the attached Resolutions authorizing the Mayor to sign and the City Clerk to <br /> attest to appropriating$410,000 in Rebuild Illinois(RBI)funds to replace Meadowlark Bridge over the Caterpillar Ditch,City <br /> Project 2020-02. <br /> BACKGROUND: <br /> Rebuild Illinois Funding <br /> On June 28,2019,Governor Pritzker signed the REBUILD ILLINOIS Capital Plan to fund transportation projects and <br /> improvements.Funds from this plan have been allocated to local agencies and are administered by the Illinois Department of <br /> Transportation(IDOT).The City is to receive 6 tranches of$836,123.22 each over a three year period which began in 2020. In all, <br /> the City should receive$5,016,739.32 in Rebuild Illinois Bond Funds to use on bondable transportation related projects in the <br /> City. All projects need to be authorized by July 1,2025. <br /> During the Capital Plan discussion with the City Council held on November 16,2020,the following projects were recommended <br /> to be paid with Rebuild Illinois funds: <br /> Project Estimated Cost Project Status <br /> Center Street Bridge Replacement $330,000 Currently under construction <br /> Country Club—Remove and replace <br /> pavement on the north section of Country $1,800,000 Currently under Construction <br /> Club Road and Airport Road. <br /> Meadowlark Bridge Replacement $410,000 Current Project <br /> Garfield over 22nd St.Bridge $1,200 000 Set to begin design work early <br /> Improvement 2022 <br /> Grove Road Bridge Replacement $1,400,000 Set to begin design work early <br /> 2022 <br /> RBI Fund Running Total $5,140,000 <br /> Maximum Funding Available $5,016,739.32 <br /> As with State Motor Fuel Tax Funds,the City is required to adopt a resolution specifying the allocation of RBI funds to their <br /> intended projects.
