10/26/21,9:50 AM Item Coversheet <br /> The Meadowlark Bridge over the Caterpillar Ditch was constructed in 1962 with precast prestressed concrete deck beams. <br /> Routine inspections have tracked the steady decline of the bridge's condition but in 2019 the City discovered additional <br /> deterioration requiring removal of all vehicle loads from the east edge of the bridge. A subsequent inspection in 2021 the City <br /> found additional deterioration that reduced the bridge to one lane. Attachment A provides a photo log from the 2021 inspection. <br /> In March of 2020,the City entered into a professional service agreement with Clark Dietz to provide final design services for the <br /> replacement of the bridge using Rebuild Illinois(RBI)Funds. The use of RBI Funds requires the City to meet the requirements of <br /> the Illinois Department of Transportation(IDOT). Within the requirements,an environmental review by IDOT staff is preformed <br /> prior to approval forbid. The City requested the review in October of 2020,expecting to be completed early spring of 2021,but <br /> due to MOT staff availability and increase number of projects withing the state,the environmental review was not approved until <br /> October of 2021. <br /> This resolution appropriates$410,000 for the replacement of the Meadowlark Bridge with a box culvert. A box culvert lifecycle <br /> cost is less than a bridge and the size of the Meadowlark box culvert will not require it to be on the state or national bridge <br /> inventory list. The work will also include the replacement of the pavement,rip rap,connection of the existing storm sewer system <br /> to the new box culvert,and restoration. <br /> The replacement will require full closure of Meadowlark at the Caterpillar Ditch. It is anticipated for the closure to last 60 days <br /> once the work starts in spring. The neighborhood impact is expected to be minimal as the north and south sections of the <br /> neighborhood both have two ingress/egress points. <br /> The project does not affect Meadowlark Subdivision flooding that is listed within the 2009 Stormwater Master Plan. The <br /> Meadowlark Bridge is not a hydraulic restriction that increases or decreases the flooding. <br /> PRIOR COUNCIL ACTION: <br /> June 20,2016—The City Council was given a memorandum detailing the condition and status of the City's bridges that fall within <br /> the jurisdiction of the National Bridge Inspection Standards(NBIS). This memorandum identified bridges that were known to <br /> City staff as having structural concerns. The following bridges were identified,including the Meadowlark Bridge over Caterpillar <br /> Ditch. <br /> Mound Road/Spring Creek(East)Bridge(Deck Replaced 2018) <br /> Mound Road/Spring Creek(West)Bridge(Deck Replaced 2019) <br /> Mound Road/Spring Creek(Middle)Bridge(Deck Replaced 2019) <br /> Center Street/Stevens Creek Bridge(Bridge Replacement Design Services under contract with WHKS) <br /> Meadowlark Bridge(Bridge Replacement Design Services proposed with Clark Dietz) <br /> Taylor Road Bridge(Bridge Replacement Construction Est summer 2020) <br /> Grove Road Bridge(AECOM under contract for a bridge condition report) <br /> Garfield Avenue Bridge/Illinois Central Railroad Yard <br /> Garfield Avenue/22nd Street Bridge <br /> Country Club/Lake Decatur Bridge <br /> October 11,2019—The City Council was provided a memorandum detailing the updated condition of the Meadowlark Bridge, <br /> requiring the removal of vehicular traffic from the east side of the bridge. <br /> March 20,2020—City Council approved Resolution R2020-48,authorizing a professional Engineering Services to perform final <br /> design of the Meadowlark Bridge Replacement. <br /> POTENTIAL OBJECTIONS: There are no known objections. <br /> INPUT FROM OTHER SOURCES: <br /> Clark Dietz,Inc. <br /> LEGAL REVIEW: Legal review of State Fund appropriations is not required. <br /> STAFF REFERENCE: Matt Newell,Public Works Director,Paul Caswell,City Engineer.Matt will attend the City Council <br /> meeting to answer any questions of the Council on this item. <br /> https://decatur.novusagenda.com/AgendaWeb/CoverSheet.aspx?ltemlD=3612 2/3 <br />
