10/26/21,8:56 AM Item Coversheet Public Works DATE: 10/20/2021 MEMO: 2021-80 TO: Honorable Mayor Julie Moore Wolfe and City Council Members FROM: Scott Wrighton,City Manager Matthew Newell,P.E.,Public Works Director SUBJECT: Resolution Authorizing the City Manager or Designee to Purchase Traffic Control Materials or Services for Detoured Traffic During the Improvement of Brush College Road Over Faries Parkway and the Norfolk Southern Railroad Tracks City Project 2009-33 SUMMARY RECOMMENDATION: It is recommended that the City Council approve the attached Resolution authorizing the City Manager or designee to purchase traffic control materials or services to regulate or manage detoured traffic during the Brush College Grade Separation project. The authorization is not to exceed$100,000 in Local Motor Fuel Tax funds and will expire December 31,2024. BACKGROUND: ADM will be significantly impacted during the Brush College Road Grade Separation project and the City has worked closely with them during the planning and design process. Although actual construction times will not be known until a contractor is on board and has provided a schedule for construction,Brush College Road south of Faries Parkway is expected to be closed much of 2022. The closure north of Faries Parkway will possibly occur in late 2022,through 2023 and into 2024. The overall project is estimated to last about 30 months. Over the years,the City has closed Brush College Road south of Faries Parkway for various construction and maintenance projects without significantly impacting area traffic enough to require temporary traffic signals and other special traffic control. Public Works staff has been reviewing detour routes with ADM and they have provided the City with traffic data which is being used to review the route. Much of ADM's grain truck traffic will use 22nd Street at various times which will significantly increase traffic at 21St/Garfield and 23rd/Garfield which serve as the access ramps for 22nd Street. The Public Works Department is reviewing options for possible temporary traffic signal installation at one or both or the two Garfield intersections. Other traffic issues may arise during the work that need to be resolved quickly. The proposed authorization is aimed at providing needed flexibility in securing the necessary services or materials to quickly respond to traffic needs during the project. Local MFT funding is proposed as its use does not require detailed designs,review times,complex bidding processes or State and Federal authorizations. Project Update 1. The Legal Department has agreed with the Norfolk Southern on the language for a Construction and Maintenance Agreement. It is planned that this agreement will be brought before the Council in November in order to make a planned January 2022 project letting. 2. The Illinois Commerce Commission has issued a draft order which is still under review by the railroads. Once all items are approved,the Commission will set a hearing date for the final order. Once the Commission issues the final order,it will be presented to the City Council. 3. The Governor signed Quick Take authority for the City to acquire the 3 remaining properties needed for the project. This has been filed with the court and a hearing is schedule in November. 4. It is expected that a Joint Agreement with IDOT will be brought before the City Council in November to approve the project funding for the bidding to proceed toward a January 2022 letting.
