ADDENDUM <br /> to <br /> Proposal Submitted by Key Strategic <br /> to the <br /> City of Decatur,Illinois <br /> Economic and Community Development Department <br /> for a <br /> Workforce Development Systems Assessment,Strategy and Implementation <br /> The City off Decatur Economic and Community Development Department has requested that the area of focus <br /> for the Workforce Development Systems Assessment,Strategy and Implementation project be expanded to <br /> include all of Macon County. Key Strategic is pleased to respond with an addendum to our original proposal <br /> submitted on July 14,2021.This addendum expands the scope of work to be inclusive of all Macon County and <br /> adjacent geography that may hold employment opportunities for Macon County and City of Decatur residents. . <br /> Key Strategic has reviewed the initial Scope of Services released by The City of Decatur Economic and Community <br /> Development Department and will follow the outline as presented and, as requested, include Macon County. Key <br /> Strategic will incorporate each of the tasks identified into the general engagement plan below: <br /> 1. Work with City of Decatur Economic and Community Development staff, Macon County officials and <br /> a core group of community-based organizations, workforce development agencies, support <br /> organizations and employers to establish a contemporary'grass roots' profile of the demographic, <br /> social and economic characteristics of the populations being targeted in multiple low-income and <br /> minority neighborhoods. Most descriptions and statements regarding this population are developed <br /> by public or academic labor research entities and, as such, often overlook important'real-life' insight <br /> to the challenges that neighborhoods and residents face in acquiring skills and gaining employment. <br /> 2. Build a cooperative and collaborative infrastructure encompassing community-based organizations, <br /> training providers and workforce development agencies.This effort will include among other things: <br /> a. Training and education regarding the benefits of adopting a comprehensive process-driven <br /> systems approach to workforce development; <br /> b. Introducing innovative tools and methods for building a comprehensive model; <br /> c. Implement a process and structure to improves efficiency, inter-organizational connectivity and <br /> effectiveness; <br /> d. Introduce best practice client and organizational management system suitable to all partnering <br /> organizations; <br /> e. Provide ongoing support to the staff and operational needs of the cooperative participants. <br /> 3. Work with key stakeholders and partnering organizations to identify a pilot training program that <br /> would utilize the process-driven systems approach designed by the work product of this engagement. <br /> This pilot will deploy he innovative and supportive engagement models to build trusted relationships <br /> with targeted populations within the City of Decatur and Macon County. <br /> The budget and time allocation for this expanded scope of work includes: <br /> Contractor <br /> Key Strategic <br /> Barry Maciak,Strategy and Engagement Management Leader <br /> 65 hours @ $195/hr $ 12,675 <br /> Subcontractors <br /> Innovation Design Edge, LLC, Erica Henderson,Senior Consultant <br /> 65 hours @ $195/hr $ 12,675 <br /> Total $ 25,350 <br /> 1 <br />
