Key Strategic is pleased to respond to this Request for Proposal to provide a Workforce Development Systems <br /> Assessment,Strategy and Implementation plan for the City of Decatur Economic and Community Development <br /> Department. Key Strategic will be the principal contractor working with an experienced subcontractor, Innovative <br /> Design Edge, LLC to deliver professional services to meet the objectives as outlined in the RFP. <br /> Workforce Development gMerlence <br /> Key Strategic <br /> Key Strategic is a social impact consultancy.The sole proprietorship was formed by Barry G. Maciak in Missobri on <br /> December 17,2017. Since forming Key Strategic Mr. Maciak has contracted with: <br /> • Beyond Housing,a community and economic development organization in St. Louis,to craft a strategy <br /> and identify economic and workforce development initiatives that support food security and workforce <br /> development needs of local residents.These initiatives will be housed in a new,HUD financed <br /> community/commercial facility located in Pagedale, MO. <br /> • Econometrica, Inc.a HUD certified technical assistance provider,to serve as the senior strategic advisor <br /> and local community engagement consultant to conduct and deliver a Workforce Development Gap <br /> Analysis and Strategic Plan for the St. Louis Promise Zone. ' <br /> • Propel Kitchens,a black led non-profit,work integrated social enterprise community kitchen. Mr. Maciak <br /> is the co-founding developer of Propel Kitchens and serves as the Consultant for Social Enterprise <br /> Development under a Missouri Foundation for Health grant. <br /> • Saint Louis University to serve as the their first Social Entrepreneur in Residence. <br /> Prior to moving to St. Louis in 2017,so that he and his wife would be near their son and family,Mr.Maciak was <br /> the founder and managing partner of World-Class Industrial Network, LLC(WIN)in Pittsburgh,PA. Mr. Maciak was <br /> also the lead strategist and consultant for WIN's Workforce Innovations practice. Mr. Maciak's work in this field <br /> has earned him and his clients numerous awards for innovation and best practice recognitions by organizations <br /> including the Aspen Institute,Jobs for the Future, PriceWaterhouseCooper, University of Pittsburgh Center fdr <br /> Social and Urban Research,SURDNA Foundation,Team Pennsylvania Foundation,the Wall Street Journal and the <br /> City of Pittsburgh. <br /> For over twenty years,WIN was deeply engaged with the the Commonwealth of Pennsylvania's Department of <br /> Labor and Industry in developing and contract managing innovative programming and training through multiple <br /> Workforce Innovation and Opportunity Act centers across the state.The Chair of the Pennsylvania Workforce <br /> Development Board dubbed Mr.Maciak and his senior partner at WIN the'Batman and Robin'of Workforce <br /> Development. <br /> During his tenure at WIN and now at Key Strategic, Mr. Maciak has lead over 150 workforce development <br /> engagements for over 80 clients. Mr. Maciak has served as the principal strategy consultant,founder and/or C- <br /> level executive for each of the twelve sample workforce development initiatives listed below. <br /> National <br /> National Consortium for Supplier Training <br /> Twelve US-Based Global Corporations including Motorola,Bayer,Texaco, Chrysler,Texas <br /> Instruments,etc,pooled foundational supplier training and diversity initiatives to increase US- <br /> based suppliers and diversify their supply chains.
