AGREEMENT <br /> WHEREAS,the City of Decatur, Illinois ("City") and the County of Macon <br /> ("County") are units of local government as defined by Article VII of the Constitution of <br /> the State of Illinois, and public agencies, as defined by the Intergovernmental <br /> Cooperation Act(5 ILCS 220/1 et. seq.), and are therefore authorized and empowered <br /> to enter into intergovernmental agreements whereby they may share services and <br /> expenses; and, <br /> WHEREAS, the City and the County have transportation needs and goals <br /> including the improvement of such for their residents,businesses and visitors; and, <br /> WHEREAS, the City and the County desire to seek and utilize funding <br /> opportunities from alternate sources; and, <br /> WHEREAS,the City is negotiating a Consulting Services Agreement with Ann L. <br /> Schneider and Associations LLC ("ALSA Agreement")to provide services relating to <br /> the transportation needs and goals of the City and the County; and, <br /> WHEREAS,the City and the County desire to share the expenses in the pursuit <br /> of their transportation needs and goals; and, <br /> WHEREAS, the City and the County agree that the following terms and <br /> conditions will promote efficiency and economy in the goals of the City and the County. <br /> NOW, THEREFORE, in consideration of the following provisions, the City and <br /> the County agree as follows: <br /> 1. CONSULTING SERVICES. The City shall negotiate a Consulting Services <br /> Agreement("ALSA Agreement") with Ann L. Schneider and Associations LLC <br /> ("ALSA")to furnish certain consulting services related to the transportation needs <br /> and goals of the parties including but not limited to: <br /> A. Advising on accomplishing the transportation improvement goals of the City <br /> and County; <br /> B. Advising on federal funding opportunities and state infrastructure funding <br /> opportunities and the packaging of said opportunities to maximize consideration and <br /> developing opportunities for state and federal investments into key infrastructure <br /> projects; <br />
