SCOPE OF SERVICES FOR WATER RESOURCES INTERGOVERNMENTAL CONSULTANT <br /> 1. Connect the city of Decatur to funding programs at the US Department of Agriculture, <br /> US Environmental Protection Agency, Illinois Environmental Protection Agency, Illinois <br /> Department of Natural Resources and the Illinois Department of Agriculture, and other <br /> Federal and State water resource agencies. Assist the city in preparing applications for <br /> funding as required. <br /> 2. Maintain relationships with the agencies named in paragraph#1 above to advance the <br /> projects of the city of Decatur, Illinois and to keep persons in these agencies aware of <br /> the water resources needs and projects of the city. <br /> 3. Maintain communications with the agencies named in paragraph#1 above, and the US <br /> Office of Management& Budget, regarding eligibility for assistance programs, new <br /> regulations impacting the city of Decatur's water resource projects and relevant politicah <br /> developments that could impact the city's water resource projects and plans. <br /> 4. As the consultant and the city determine necessary, schedule meetings and calls with <br /> Federal and State of Illinois officials in the agencies named in paragraph #1 above to <br /> advance, modify and realize the water resource objectives of the city, and to participate <br /> in the same. <br /> 5. Other assignments and projects of an intergovernmental nature that will advance the <br /> city of Decatur, Illinois' water supply,watershed management and water resource plans <br /> and objectives. <br /> 6. Advise and assist the city of Decatur in the preparation of funding applications, and <br /> follow-up on these and other submittals. Recommend or assist in identifying consultants <br /> with the expertise to assist in the preparation of funding applications as needed. <br /> The city expects to continue its relationships with outside technical consultants, and it plans on <br /> hiring an in-house watershed manager.The city also expects to perform most of its own <br /> lobbying to advance its water resource funding and regulatory objectives. But it will look to this <br /> intergovernmental consultant to perform the support functions delineated here in close <br /> partnership with Decatur elected officials and staff. <br />
