These loans allowed <br /> municipal utilities to spread the increased natural gas costs over a manageable timeframe. <br /> • Facilitated the City of Joliet submitting an application for a Water Infrastructure Finance and Innovation Act <br /> (WIFIA)loan for an alternative water source project,resulting in a loan award of approximately$900 million, <br /> with a not to exceed 35-year term and with a single fixed interest rate established at closing based on the US <br /> Treasury rate. <br /> • Director,Illinois Environmental Protection Agency,March 2013—June 2016(Served as Interim Director March 2011 <br /> -October 2011) <br /> Cabinet member responsible for leading the Governor's environmental regulatory programs in a manner that <br /> promoted economic and job growth, while also protecting human health and the environment. Developed and <br /> implemented a $2 billion, stand-alone "AAA" credit, low-interest financing program for local governments to <br /> upgrade and expand sewer and drinking water infrastructure.
