particularly those who are recipients of government assistance for housing and to <br /> business concerns which provide economic opportunities to low- and very low-income <br /> persons. Monthly reports, 24 CFR 75.25, shall be provided identifying any and all <br /> actions taken to follow Section 3.Actions to report include outreach efforts to generate <br /> job applicants, training or apprenticeship opportunities, technical assistance to Section <br /> 3 workers, job fairs, and efforts to support work readiness and retention, and more. <br /> Reports shall include the number of labor hours worked, total number of hours worked <br /> by Section 3 workers, total number of labor hours worked by "Targeted Section 3 <br /> workers. Reporting shall include the Owner, and all of its contractors and <br /> subcontractors. <br /> 20.CONFLICTS OF INTEREST. No person who exercises or has exercised any functions or <br /> responsibilities with respect to the project assisted with HOME funds or who are in a <br /> position to participate in a decision-making process or gain inside information with <br /> regard to the activities may obtain a financial interest or financial benefit from the <br /> HOME-assisted activity, or have a financial interest in any contract, subcontract, or <br /> agreement with respect to the HOME-assisted activity or the proceeds from such <br /> activity, either for themselves or those with whom they business or immediate family <br /> ties, during their tenure or for one year thereafter. Immediate family ties include <br /> (whether by blood, marriage, or adoption) the spouse, parent (including a stepparent), <br /> child (including a stepchild), brother, sister (including a stepbrother or stepsister), <br /> grandparent, grandchild, and in-laws of a covered person. A covered person applies to <br /> any person who is an employee, agent, consultant, officer, or elected official or <br /> appointed official of the City or the Owner. <br /> 21.CITY APPROVALS REQUIRED. City shall review bid specifications and submitted bids, to <br /> verify adequate competitive bid process prior to Owner or Owner's General Contractor <br /> awarding any contract for work to be performed under this Agreement. Owner shall <br /> make no changes to any bid specifications submitted for City review and approval, <br /> without the prior written approval of the City. <br /> 22.SAFE AND SANITARY CONDITIONS. Owner shall maintain the premises and each rental <br /> unit within the premises in a safe and sanitary condition. The premises shall be <br /> maintained in compliance with all applicable City Building, Plumbing, Electrical and <br /> Mechanical Codes currently and as amended. Owner further agrees to observe and <br /> comply with all rules, regulations, statutes, ordinances and laws, now in force or which <br /> may be enacted during the term of this Contract by any municipality, county, state or <br /> federal authorities having jurisdiction over the premises. Owner shall schedule and <br /> City shall conduct an annual inspection of the premises to determine compliance with <br /> the terms of this Agreement. Should the property be in violation of any such codes, <br /> laws, regulations, ordinances, or rules, the owner will be given a period to correct the <br /> violation and request an inspection. Should the second inspection result in a finding of <br /> such violations still existing; the City, in its sole discretion, may extend the period to <br /> correct the issue. The owner may be charged a re-inspection fee. Frequency of <br /> inspections: the first on-site ongoing inspection must occur within 12 months after the <br /> project completion. An inspection must be conducted at least once every year <br /> 6 <br />
