(AECOM) is providing this scope of work(Scope)for the above-
referenced project. This Scope encompasses AECOM's engineering services for the subject project.
Note that a detailed breakdown of task costs and a schedule is included in this Scope.
Background
The City is currently under Administrative Consent Order (ACO) by the United States Environmental
Protection Agency (USEPA). The ACO requires a reduction in basement backups within the City's
combined and sanitary sewer system, as well as the elimination of all unauthorized Combined Sewer
Overflows (CSOs)and Sanitary Sewer Overflows (SSOs).
In order to demonstrate compliance with the ACO, the City was required to submit a Sewer Collection
System Alternatives Analysis (SCSAA). In partnership with AECOM, the SCSAA (and subsequent
revisions)were submitted on April 12,2016, November 4,2016,and November 30,2017.An additional
study was completed and submitted to the City on December 21, 2018. Final design has also been
completed with bidding of the project to be completed on February 9, 2022. The City of Decatur has
requested AECOM to provide a proposal for Construction Engineering and Administration services.
SCOPE OF WORK
Our scope of work listed below is structured to accommodate a construction schedule that will begin in
late February 2022 and be completed not later than October 1,2023. Given that both AECOM and City
staff will be involved in both construction engineering and administration, we have documented within
this proposal our detailed assumptions and divisions of duty regarding AECOM's role. It is also
assumed that AECOM will be more involved in the earlier stages of the project, and as the project
progresses, City staff will be able to address and administer the majority of the project with a reduced
need for AECOM's assistance. Given that the detailed Contractor's schedule is not known at this time,
much of this scope of work is estimated based on our previous construction engineering experience
and may need to be reduced or increased as the Contractor's work progresses.
1
