February 18, 2022
TO: Mayor Julie Moore Wolfe& Members of the Decatur City Council
FROM: Scot Wrighton, City Manager
RE: Disposition of Former Fire Station #3
In January, the City Council discussed the possible sale of former fire station#3 in executive
session. After this meeting, staff provided additional details about each of the purchase
proposals the city received.
During the executive session, some council members expressed a desire to sell the property to
a party that would retain its historic appearance.Staff was also concerned that the prospective
owner should have a good business plan and that they allow the city to re-acquire the property
in the event that the purchasing business was not successful and/or could not find a new owner
that would maintain the property in a manner compatible with the council's expectations, and
with its location and immediate surroundings.
Almost any new owner will likely require a change in the property's zoning designation. Before
any land use revisions are made, it is appropriate for the council to finalize to whom they wish
to sell the property, and under what terms. For this reason, I have attached a recommended
"parameters" document. This document reflects the staff's recommendation for disposition of
former fire station#3. It can be amended in any way the City Council wishes; but once it is
adopted it will provide clear direction for staff regarding how to prepare a final real estate
contract for formal adoption by the council at a later date.
