Decatur Intermodal Transportation Master Plan <br /> Scope of Work (SOW) <br /> March 2,2022 <br /> Overview <br /> The purpose of this study is to develop a Transportation Master Plan (TMP)that will help local agencies and the <br /> MPO prioritize investments in transportation infrastructure to better integrate investments to produce greater <br /> economic benefit for Decatur and the Central Illinois region;to support the economic vitality of the area by <br /> capitalizing on freight movement trends in an effort to expand opportunities in Decatur to create or expand jobs <br /> and position the region to play a major role in the post-pandemic economy; to emphasize the preservation of <br /> existing transportation systems through improved maintenance; and, to promote efficient management and <br /> operation of the multimodal transportation hub in Decatur. <br /> The study will focus on the evaluation of the traffic impacts associated with the current level of commerce and <br /> for future build out scenario(s)consistent with the supply chain optimization study(finalized in Spring 2019). The <br /> TMP will identify and address existing and future year traffic congestion (bottlenecks), safety concerns, and <br /> mobility challenges. <br /> Study Area <br /> The study area includes the industrialized northeast quadrant of Decatur. The study area is bounded by North <br /> 22nd Street to the west and North Brush College Road to the east, Illinois 105/Williams Street to the South and <br /> 1-72 to the North. <br /> Schedule <br /> The AECOM Team (or, AECOM)will commence work after receiving a Notice to Proceed (NTP)from the City of <br /> Decatur. A draft TMP will be submitted to the City within 12 months of receiving the NTP. The final TMP will be <br /> delivered to the City no later than June 2023. <br /> Budget <br /> The budget to complete the Decatur Intermodal TMP will not exceed $243,706.52. This accounts for$6,293.48 <br /> previously invoiced under this agreement. See Attachment A—Cost Estimate. <br /> Scope of Work <br /> The AECOM Team will complete the following tasks associated with the development of the Decatur Intermodal <br /> TMP. <br /> Task 1: Project Management <br /> A. Project Management Plan (PMP) <br /> The AECOM Team will develop a draft PMP that will be delivered to the City one (1) week before the <br /> Project kick-off meeting. Based on feedback at the kick-off meeting, the AECOM Team will revise the <br /> plan and submit a final PMP to the City two(2)weeks after the kick-off meeting. The PMP will establish <br /> a protocol for team calls,email communication,and meeting notes. It will also include a project schedule, <br /> list of deliverables, and a quality management plan. <br /> B. Kick-off Meeting <br /> The AECOM Team will conduct a project kick-off meeting with the City. An in-person and on-line <br /> (Microsoft Teams) participation option will be provided. This meeting will be used to review the draft <br /> PMP elements and the scope of work. The AECOM Team will provide a brief summary of the meeting <br /> to the City to review/confirm edits to the PMP and to document additional action items. <br /> 1 <br />
