Twenty-Four Hour Traffic Counts <br /> The AECOM Team will not conduct twenty-four hour traffic counts as part of this SOW. If <br /> possible, the AECOM Team requests that the City, and/or [DOT, place twenty-four hour traffic <br /> counters along the major corridors during the same time period that the intersection turning <br /> movement counts are being conducted (anticipated April 2022). This will be discussed as part <br /> of a project kick-off meeting. <br /> C. Field Observations <br /> The AECOM Team will conduct field observations to verify the existing roadway configuration and <br /> investigate and document traffic issues such as the frequency, duration, and severity of intersection <br /> queuing during peak hours. Additionally, field observations will be used to estimate actual saturation <br /> flow rates which will inform the technical analyses.The AECOM Team will compile, review, and distill <br /> collected data for use in the technical evaluation. No specific deliverable is associated with this task; <br /> however, as appropriate, the team will document key finding from the field observations in the existing <br /> conditions memo. <br /> D. Crash Data Analysis <br /> The AECOM Team will submit a crash data request to IDOT to obtain recent crash data in GIS shapefile <br /> format.This data will be plotted in ArcGIS to identify crash trends to help guide the development of traffic <br /> management strategies for the TMP. We anticipate using the most recent five (5) years of crash data <br /> that is available. <br /> The data will be categorized by the given criteria including crash type(i.e., rear-end collisions, head-on <br /> collisions, and angle collisions), severity and location. The analysis will focus on identifying fatal and <br /> serious injury crashes. Tables and maps will be developed to identify crash patterns, analyze sources <br /> of crashes and develop corresponding countermeasures.This analysis will not provide intersection level <br /> crash analysis. <br /> Task 3 Deliverable(s) <br /> 1. Existing Conditions Memorandum—AECOM will develop a memorandum that summarizes: <br /> • Key findings from the plan review. <br /> • Summary of the traffic/intersection count data and railroad crossing activity. This data will be used to <br /> analyze current am and pm peak hour intersection operations. <br /> • Summary of recent crash data for the study area and identification of priority areas for potential safety <br /> improvements. <br /> 2. Turning Movement and Railroad Crossing Data—AECOM will deliver the raw traffic count data to the <br /> City. This will be provided in the format received from Quality Counts data collection firm. <br /> Task 4: Traffic Model and Recommendations <br /> The following outlines the work to develop traffic models, feasibility level exhibits and to develop <br /> recommendations for the study area.
