N. Spot Geometric improvements <br /> AECOM will develop Synchro models for the AM and PM peaks that incorporate <br /> localized spot improvements at intersections along 22nd Street and 27th Street within the <br /> study area. Potential geometric improvements will be considered in one(1) model run. <br /> d. Measures of Effectiveness <br /> Measures of effectiveness(MOEs)including delay, LOS and 95th percentile queues for each <br /> intersection as well as network performance metrics will be reported in table format for all <br /> Synchro models. Exhibits will be created to display traffic volumes in a graphic format. Both <br /> MOE tables and traffic volume exhibits will be included in the technical memorandum.AECOM <br /> will participate in one virtual coordination meeting related to task 4 with the City of Decatur <br /> project team. <br /> e. Assumptions <br /> 1. Signal timing plans will be provided by the City of Decatur. <br /> 2. Growth factors(between the current base year and future year)will be obtained from the <br /> Travel Demand Model; the model will be used as is, meaning no network refinement to the <br /> base model or model calibration will be completed. <br /> 3. AECOM will provide responses to and incorporate one round of client comments. <br /> 4. Acceptable LOS Criteria will be established in coordination with the City prior to onset of <br /> modeling. <br /> 5. A new interstate interchange will not be evaluated as part of this study. <br /> 6. No signal warrant studies will be completed as part of this study. <br /> 7. No Autoturn movements will be run as part of this study. <br /> C. Concept Development and Exhibits <br /> AECOM will review the findings from Synchro and field studies to develop feasibility level exhibits for the <br /> recommended concept at up to 12 intersections. Exhibits will include dimensioned geometric plans and <br /> will provide a visual depiction of the impacts of the improvements on the surrounding land or adjacent <br /> buildings if applicable. Exhibits will be completed by overlaying linework onto aerial imagery to <br /> determine items like edge of pavement, roadway widths, turn bay lengths and other geometric details. <br /> Since topographic information will not be collected as part of this scope,the following will not be <br /> included or identified in the exhibits: <br /> - Right-of-way limits unless provided by the City of Decatur in GIS format. <br /> - Utility locations and conflicts <br /> - Signal and lightpole locations and conflicts <br /> - Building edges <br /> - Environmental impact evaluation <br /> Task 4 Deliverables) <br /> 1. Modeling and Recommendations Technical Memorandum—Findings and recommendations will be <br /> summarized in a technical memorandum,with the work performed at a conceptual/feasibility level. An initial <br /> draft of the document will be submitted to the City of Decatur for review, with the final document revised to <br /> incorporate the City of Decatur's comments. The AECOM Team will develop a technical memo that <br /> summarizes the following: <br /> • Travel Demand Model Growth Factors (current conditions projected to 2045) <br /> • AM/PM Synchro models for Existing Conditions <br /> • AM/PM Synchro models for Future Conditions <br /> • AM/PM Synchro models for Concept 1: 27th Street Widening <br /> 6 <br />
