• AM/PM Synchro models for Concept 2: 22nd Street—27th Street Connector <br /> • AM/PM Synchro models for Concept 3: Spot Geometric Improvements <br /> • Exhibits and tables displaying MOEs, traffic volumes and geometric recommendations at select <br /> intersections. <br /> Task 5: Emerging Technology Evaluation <br /> The following outlines the work to develop recommendations for the application of emerging transportation <br /> technologies, or intelligent transportation systems (ITS), within the study area to address stakeholder needs and <br /> identified operational issues. <br /> A. Data Collection <br /> a. Document Review <br /> The AECOM Team will collect information about existing conditions within the study area, <br /> including traffic signal inventory, crash data, operational and maintenance agreements, and the <br /> results of the traffic analysis performed as part of Synchro modeling. Additionally, the team will <br /> review the Transportation Improvement Program and Illinois Statewide ITS Architecture for <br /> reference in subsequent subtasks.AECOM will review, compile, and distill this data for use in <br /> the Concept of Operations and ITS Implementation Plan.Traffic signal inventory, crash data, <br /> and operational and maintenance agreements will be provided by the City of Decatur. <br /> b. Stakeholder Outreach <br /> Outreach and coordination with stakeholders will include the following: <br /> L One-on-one interviews with key stakeholder staff: AECOM will conduct up to five(5) <br /> interview sessions will be conducted with key stakeholders. The purpose of the <br /> interviews is to identify existing traffic management capabilities and associated roles <br /> and responsibilities; planned technology projects; and stakeholder transportation needs <br /> and desired services/functions within the project area. The interviews will be conducted <br /> virtually. The consultant will provide summaries of all interviews. <br /> ii. Stakeholder workshop: AECOM will conduct one(1)virtual workshop with project <br /> stakeholders to report and prioritize needs and services identified during data collection <br /> and stakeholder interviews. The team will present potential technology applications and <br /> associated benefits based on the identified needs and services. Operational scenarios <br /> will be used to demonstrate how the technologies will enhance current transportation <br /> operations in the project area. <br /> B. ITS Implementation Plan <br /> AECOM will leverage data collected under Task 5.A to develop an ITS Implementation Plan that <br /> correlates identified stakeholder needs to recommended technology deployments. The ITS <br /> Implementation Plan will consist of three primary sections: concept of operations, technology <br /> assessment, and deployment plan. <br /> a. Concept of Operations (ConOps) <br /> A concept of operations demonstrates how stakeholders will interact to operate and implement <br /> ITS and interfaces.The ConOps identifies "what needs to be done" and lays the groundwork for <br /> "how to get there."The ConOps will include the following subsections: <br /> 7 <br />
