i. Scope—defines the document purpose, the project goals and objectives, and the
methodology used to prepare the document
ii. Reference documents—identifies external information sources for the document's
content
iii. Description of the current situation—documents existing conditions including
stakeholders and their roles and responsibilities, the transportation services they
provide, and the infrastructure assets they apply to provide services
iv. Justification for changes—presents transportation needs for the project area raised
during the stakeholder outreach process, as well as desired services and functions to
address the needs
v. Proposed system concept—provides a discussion of each proposed transportation
service and associated functions for proposed ITS solutions, including:
1. Participating stakeholder organizations
2. Their roles and responsibilities in delivering, operating, and maintaining the
deployed systems
3. How and what information will be shared with other organizations
b. Technology Assessment
This task involves the evaluation of various ITS technologies and strategies for potential use in
the study area based on the results of outreach efforts and the proposed system concept
developed with stakeholder input. This includes an examination of various ITS strategies and
technologies that have been implemented elsewhere in the region and the country to address
similar transportation needs. These ITS solutions will be assessed to determine their suitability
for addressing the identified stakeholder needs and associated desired services/functions.The
ITS solutions will be prioritized for implementation based on feedback gathered during the
stakeholder workshop.
c. Deployment Plan
Based on the results of the technology assessment, AECOM will develop an ITS Deployment
Plan that identifies up to five(5) ITS projects for the study area. The plan will contain
recommendations for the general direction that the City and the other key stakeholders should
take to prioritize the allocation of funds for the deployment of the identified ITS technologies
considering factors like:
i. Constraints and opportunities
ii. Implementation& operational strategy issues
iii. Project phasing
iv. Procurement
v. Funding
vi. Legal issues
vii. Required agreements
One-page project descriptions will be included in the ITS Deployment Plan that address:
i. Lead agency and project partners
ii. Deployment timeframe
iii. Needs, services, and functions addressed
iv. Expected benefits
v. Conceptual cost estimate(capital and operations& maintenance)
vi. Associated maps and images
vii. Potential funding opportunities
8
