Book; 4442 Page. 190 <br /> STAFF REPORT <br /> Decatur City Plan Commission <br /> COMMON NAME: City of Decatur Zoning Ordinance <br /> GENERAL INFORMATION <br /> Hearing Date June 4,2015 <br /> Calendar No. 15-19 <br /> Requested Action Amendments to Zoning Ordinance(Ordinance#3512) <br /> Petitioner Billy Tyus,Assistant City Manager <br /> BACKGROUND <br /> The current City of Decatur Zoning Ordinance was adopted in May of 2002. Since the time of adoption, <br /> Staff has discovered certain necessary changes, discrepancies and omissions as the new ordinance has <br /> been implemented, specifically in SECTION XVI. M-1 Intense Commercial/Light Industrial District <br /> and SECTION XXIV. Off-Street Parking and Loading Requirements. It is Staff's hope that these <br /> changes and clarifications will make the Zoning Ordinance more comprehensive and applicable to the <br /> changing built urban environment all the while keeping the charge of making Decatur a beautiful place <br /> to live,work and play. <br /> The proposed amendments will make clarifications, give certain authorities to the Public Works <br /> Department and amend the requirements for outdoor storage screening if industrial properties are <br /> located more than 200 feet from non-industrial properties. <br /> i <br /> �j DESCRIPTION <br /> One of the proposed amendments is to the M-1 Intense Commercial/Light Industrial District which <br /> involves only requiring screening for outdoor storage if the property in which the storage yard/area is <br /> located is within 200 feet of a property not zoned industrial or being used for non-industrial purposes. <br /> This change is being proposed as a means to the meet changing needs of the industrial development <br /> community and to make Decatur more competitive in the attraction of business while protecting the <br /> needs of other non-industrial users of land. <br /> The amendments to the Off-Street Parking and Loading Requirements involves clarifying that the <br /> Public Works Department will continue to determine adequate access for loading spaces where unique <br /> circumstances are present. This change is being proposed to allow the Public Works Department to <br /> waive the adequate access requirement as the department is charged with helping to maintain the safety <br /> of our streets and sidewalks in the right-of-way. <br /> The proposed amendments will also be clarifying paving requirements for storage areas and giving the <br /> Public Works Department the ability to approve alternatives to paving the driveway and aisleways <br /> within storage yards/areas. This change is being proposed to allow lur flexibility of design for st:,rage <br /> areas in the M-1 district.
