reflect possible Landfill impacts of concern to water quality in Lake Toko. Historical
groundwater monitoring parameters will be evaluated to identify any gaps in these
parameters relative to potential waste constituents. The physical characteristics of the
Landfill (e.g., the presence or absence of a cover and, if present, the makeup of the cover)
will also be considered in assessing potential risks. A sampling plan to gather additional
groundwater and surface water quality data will be included, should our assessment suggest
further data gathering can reduce the risk to the City.
Task A—Legal Liaison Contingency
Should the qualitative assessment of the risks to the City appear favorable, INTERA will liaise
with the City's legal counsel or their chosen legal representative to relay the information
found during the review completed in Task 2a.As requested by the City, this will be reserved
as a contingency to this proposal at a cost of$15,000.
Task 3. Technical Memoranda and Presentation of Results
The water quantity assessment of the former Vulcan Pit and the Rhodes Landfill risk assessment
will be summarized in two technical memoranda containing methods, results, and
recommendations. INTERA will also meet with the City to discuss our findings. As discussed, the
Pit assessment will also be included as an Appendix in the engineering report.
Task 4. Source Water Protection Plan
The City has much of the required SWP elements located in various reports. A vision statement
is needed and will be created in concert with City officials. INTERA will compile the required
information and assemble into a format addressing each of the elements set out by the ILEPA
SWP criteria. To comply with the ILEPA,this must be submitted to ILEPA for approval by July 26,
2022.
4
Last Revised:4/4/2022
