Task 2d—Bidding Support
INTERA will provide support for preparation of bidding documents, bidding of the
construction, and recommendation for award of the construction contract. INTERA will meet
with staff to review the City's procurement procedures and requirements and will prepare
complete bidding documents based on the City's required front-end documents, technical
specifications, design plans, and other information. INTERA will provide assistance to the City
in advertising for bids, conducting a pre-proposal meeting and site visit, and responding to
requests for information from bidders, and preparation of addenda.
INTERA will review and evaluate bids received based on criteria established in advance with
City staff. We will prepare a memorandum summarizing the bid analysis and make a
recommendation for award to the bidder that will provide the best performance and value
to the City.
Task 2. Rhodes Landfill
The scope of work for the Rhodes Landfill (Landfill) is to conduct a review of the regulatory and
environmental status of the Landfill closure and determine what potential liabilities exist if Lake
Toko was acquired by the City as an additional water supply source. The Landfill was closed in
1992 and post-closure monitoring began in 2003. The 15-year post-closure monitoring should
have ended in 2018, however, the Illinois EPA (ILEPA) required additional monitoring to
continue for an unspecified period. As noted in the 2019 Report, numerous emerging
contaminants(e.g., PFAS) had not yet been sampled but may have been since 2019.
Task 2a—Collect data and evaluate potential risks
INTERA will contact the ILEPA to request permits, additional data, correspondence, and
reports that exist related to the Landfill. Of particular interest will be a) any older data that
was not uncovered during our prior review, b) any new data collected since our previous
review, and c) the physical characteristics and current regulatory status of the Landfill.
INTERA will also seek updated information regarding ILEPA's concerns about the adequacy of
the monitoring well network and the agency's position regarding continued monitoring. In
addition, INTERA will obtain documentation of any groundwater quality assessment program
that may have been implemented and the data associated with this program if it exists. The
volume of information available and the time required for the ILEPA to respond to the data
request is unknown at this time. The project budget assumes a maximum of 80 hours for
review of data and documents.
INTERA will review the available information and provide a qualitative assessment of the
potential risks to the City from the Landfill if the purchase of Lake Toko proceeds. Collective
groundwater monitoring data will be evaluated to determine if any of the existing data
3
Last Revised:4/4/2022
