INTERA will hold a design kick-off meeting to discuss the City's objectives and to confirm the
scope and schedule of deliverables for this task. After reviewing available as-bunts and other
documentation to be provided by the City, INTERA will schedule a site visit to inspect existing
facilities, discuss preliminary design, and understand any operational issues and concerns.
The site visit and preliminary design will be documented in a brief technical memo.
Based on the preliminary design, a topographic survey of the Pit area and pipeline route will
be completed, including utility locates and all other features necessary for the engineering
design. INTERA will complete design submittals for City review at 30%, 60%, and 90%design.
A site visit will be conducted in conjunction with review of the 60% design submittal.
Technical specifications and opinions of probable construction cost will be provided at 60%
and 90% design. Final (100%) design plans and specifications will be provided for use in
permitting and bidding.
During this task, INTERA will hold additional virtual meetings as needed to provide monthly
status updates and resolve any issues that may arise.
Task 1c—Permitting
INTERA will review all applicable state and local permitting requirements for the project.
Permitting requirements will be documented in the preliminary design technical
memorandum delivered under Task 1b.
INTERA will prepare an Engineer's Report as required by Illinois Administrative Code (IAC)
Title 35 Part 602. The Engineer's Report will include all content required by 35 IAC 602, fully
utilizing information available from existing planning documents. The analysis of water
quantity completed in Tasks 1a, and previous water quality analyses performed by Decatur
will be incorporated as an Appendix to the Engineering Report. The draft Engineer's Report
will be provided to the City for review and revised to incorporate comments.
INTERA will prepare the ILEPA construction permit application for the project and will submit
it to the City for signatures and submittal to the ILEPA. It is assumed that the City will pay
associated permit fees directly.
INTERA will also obtain any local permits that may be required. It is assumed that the project
will disturb less than 1 acre, and as a result an NPDES Construction General Permit will not
be required.
2
Last Revised;4/4/2022
